南京老城社区级公共服务设施配套规划研究

【摘要】：城市公共设施是为市民提供公共服务产品的各种公共性、服务性设施，其配建的根本目的是满足市民日常生活中的各种公共需求，实现高效便捷的城市生活，提供适宜的人居环境。目前，老城公共设施配套一方面面临需求增长和用地供应不足问题，另一方面因现行规范的不适应和相关部门政策不统一，导致在控制性详细规划编制阶段和规划实施阶段存在难以落实和操作等问题。因此，针对老城特点，，研究适合老城尤其是控制性详细规划阶段的社区级公共服务设施配建标准对整个老城的可持续发展与和谐发展意义重大。本文重点通过分析老城特征与公共设施配套问题，对现行规范与编制方法进行详细解读，开展老城公共设施分级体系、设施分类及配套标准和布局模式的研究，提出针对性解决思路与建议。尝试总结提炼出针对老城特点的《老城社区级公共服务设施配套指引》，在南京已有新区与农村公共设施配套指引技术规范的基础上，填补了老城公共设施配套标准的空白，也可为其他城市或地区老城相关标准规范研究和控规编制提供参考。本文共分五章。第一章为绪论，主要表述了课题研究的起源与背景，对课题研究的对象进行界定，并对相关理论研究进行学习和理解，确定研究重点与方法。第二章重点分析了老城区别与新区的特征和公共设施配套的难点与问题，指出以往控制性详细规划中公共设施配套方法在使用中的不适应性，解读老城社区级公共服务设施配套规划相关的技术规范与部门政策等文件，总结其不足与问题。第三章在对老城社区配套影响因素分析的基础上，提出了老城社区级公共服务设施配套的原则和目标。第四章为老城社区级公共服务设施配套标准，是本文研究的重点，通过调查老城现状设施使用满意度情况，了解新形势下产生的新需求，再通过政策规范的整理、部门意见的收集以及其他城市的相关经验，建立适合南京老城的社区公共设施分级体系，并从分类、指标和布局模式等方面提出满足需求、方便使用、服务均等的社区公共设施规划建议。第五章为结论与展望，总结论文的不足之处，希望本研究在试行与不断的研究中得到进一步完善。
[Abstract]:Urban public facilities are all kinds of public and service facilities which provide public service products for citizens. The basic purpose of the construction of urban public facilities is to meet the public needs of citizens in their daily life and to realize efficient and convenient urban life. To provide a suitable living environment. At present, on the one hand, the public facilities of the old city are facing the problems of increasing demand and insufficient supply of land, on the other hand, due to the unsuitability of the existing norms and the inconsistent policies of the relevant departments, It is difficult to implement and operate in the preparation and implementation of control detailed planning. Therefore, according to the characteristics of the old city, it is of great significance for the sustainable development and harmonious development of the whole old city to study the construction standards of community-level public service facilities suitable for the old city, especially in the stage of controlling detailed planning. By analyzing the characteristics of the old city and supporting the public facilities, this paper makes a detailed analysis of the current norms and compilation methods, and carries out the research on the classification system, the classification of the facilities, the supporting standards and the layout model of the old city public facilities. Put forward targeted solutions and suggestions. This paper tries to summarize and abstract the "supporting guidelines for Community level Public Service facilities in Old City" according to the characteristics of the Old City. On the basis of the technical specifications of the supporting guidelines for the new districts and rural public facilities in Nanjing, it fills up the gaps in the supporting standards of the public facilities in the Old City. It can also provide reference for other cities or regions to study the relevant standards and regulations. This paper is divided into five chapters. The first chapter is the introduction, which mainly describes the origin and background of the research, defines the object of the research, studies and understands the relevant theoretical research, and determines the research emphasis and method. The second chapter focuses on the analysis of the characteristics of old urban areas and the difficulties and problems of public facilities matching, and points out the inadaptability of public facilities matching methods in the past controlling detailed planning. This paper interprets the technical norms and departmental policies related to the supporting planning of community-level public service facilities in the Old City, and summarizes its shortcomings and problems. Based on the analysis of the influencing factors of the community supporting facilities in the old city, the third chapter puts forward the principles and objectives of the community level public service facilities in the old city. The fourth chapter is the supporting standard of the community level public service facilities in the old city, which is the focus of this paper. Through the investigation of the satisfaction with the use of the existing facilities in the old city, we can understand the new demand under the new situation, and then through the collation of the policy norms. The collection of departmental opinions and the relevant experience of other cities, the establishment of a classification system of community public facilities suitable for the Old City of Nanjing, and the proposal to meet the needs in terms of classification, indicators and layout patterns, so as to facilitate their use. The fifth chapter is the conclusion and prospect, summarizes the deficiency of the thesis, hopes this research will be further improved in the trial and continuous research.
