新政下的广州“城中村”改造策略研究

【摘要】:“城中村”是我国城市化进程中出现的一种特有的现象。在改革开放后的30多年间里,一些经济发达地区城市的范围迅速扩张。原先分布在城市周边的农村被纳入城市的版图,,被鳞次栉比的高楼大厦所包围,成为了“都市里的村庄”。 土地是城市的稀缺资源,特别是对于广州这样特大型城市的土地,更是具有巨大的价值。但是由于在以前城市土地闲置浪费严重,土地利用效率低,导致当今土地资源瓶颈。因此迫切需要进行土地整理,挖掘潜在建设用地,进行土地集约化利用。土地资源的日益短缺,已制约了城市的发展,通过加强“三旧”改造,赢得土地和发展空间,成为当前政府工作的重点。通过城中村改造,优化土地资源配置,保障和促进经济社会又好又快的发展。值得兴庆的是,广州市政府也一直对广州市“城中村”问题给予高度重视。从2009年以来,广东省、广州市分别出台了“三旧”改造相关政策文件,用以加快“城中村”改造的步伐。 本文首先通过“城中村”形成的历史背景和面临的问题进行了分析,再通过对相关现行改造政策的解读,提出政策所存在的相关漏洞,最后通过对广州市海珠区两个“城中村”改造的实际案例进行对比,对“城中村”改造过程中的改造模式的选择、成本核算的核定进行详细分析、论述。最后就这两条“城中村”改造过程中出现的一系列问题,提出了“拆整结合、连片改造”的两个新的改造模式,以求为后续的广州“城中村”改造问题研究及实践提供有益的参考。
[Abstract]:"Chengzhong Village" is a unique phenomenon in the process of China's urbanization. Over the past 30 years after the reform and opening-up, some of the economically developed regions have expanded rapidly. The rural areas originally distributed in the periphery of the city are integrated into the layout of the city and are surrounded by the high-rise buildings in the scale of the scale and the "the city's village". The land is a scarce resource of the city, especially the land of the super-large city such as Guangzhou, which is of great value. However, because of the serious waste of the land in the previous cities and the low utilization efficiency of the land, the present land resource bottleneck has been caused. Therefore, it is urgent to carry out the land consolidation, to tap the potential construction land and to make the land intensive use. The shortage of the land resources has restricted the development of the city. The land and development space has become the focus of the current government's work through the strengthening of the "three old" transformation. The city government has also paid great attention to the problem of the "village in the city of Guangzhou" since 2009. Since 2009, Guangdong and Guangzhou have introduced the "three old" reform-related policy documents to speed up the "transformation of the village" in the city. In this paper, the historical background and the problems of the formation of the village in the city are analyzed, and the relevant loopholes in the policy are put forward through the interpretation of the relevant current transformation policy. Finally, the author makes a detailed analysis and discussion on the selection of the transformation pattern and the approval of the cost accounting in the transformation of the two cities in Haizhu District, Guangzhou.
