基于水环境保护的水库型水利风景区规划研究

【摘要】:水利风景区是依托其独特的水利资源开发水利旅游,为人们提供游赏、休闲、娱乐的区域,与通常意义上的风景区最大的不同就是“水利”二字。可以说水利风景区水环境的优劣直接制约水利风景区的发展。 水库型水利风景区是水利风景区中数量最多的一种,最具有代表性。由于景区内水库工程建设对其水环境造成了一定的负面影响,其水环境较其他类型更为复杂,水环境问题更为突出。因此,基于水环境保护的水库型水利风景区规划显得非常有必要。 本文在研读了大量国内外关于水环境与水库型水利风景区的文献资料的基础上,对河北桃林口水库水利风景区、闽湖水库水利风景区、云南龙江水库水利风景区进行了实地勘察,分析它们各自存在的水环境问题。并以此,从水库工程建设与水利旅游建设发展两个方面总结出水库型水利风景区现存的主要水环境问题。再从规划的角度提出基于水环境保护的水库型水利风景区合理的规划方法,在缓解水库工程建设对水环境造成的负面影响的同时,使水库型水利风景区在规划时能够在保护水环境、水生态的基础上开展水利旅游。最后,将此规划方法用于实际的案例中加以论证。研究的主要成果有: (1)对河北桃林口水库水利风景区、闽湖水库水利风景区、云南龙江水库水利风景区进行现场勘查,分析其水环境问题,总结出水库型水利风景区在水库水利工程建设和水利旅游开发两大方面存在的水环境问题。首先,水库工程建设改变了其所在地区的水文水质,改变了区域生态系统,导致水土流失以及破坏下游生态环境等。其次,从水利旅游项目建设、服务设施建设、道路交通建设、基础设施建设四个方面分析水利旅游不合理规划造成的水环境问题。 (2)针对水库型水利风景区存在的问题,提出了基于水环境保护的水库型水利风景区规划对策,重点从规划布局、项目规划、游人容量、道路交通规划、服务设施规划、基础设施规划、植被规划、解说系统与水环境保护规划等方面提出合理的规划方法。 (3)将提出的基于水环境保护的水库型水利风景区规划对策作为蓝本,对内蒙古西山湾水利风景区规划进行分析。
[Abstract]:Water Conservancy Scenic spot is a region that relies on its unique water resources to develop water conservancy tourism and provide people with tourism, leisure and entertainment. The word "water conservancy" is the biggest difference from the usual scenic spot, which can be said that the advantages and disadvantages of water environment of water conservancy scenic spot directly restrict the development of water conservancy scenic spot. Reservoir type water conservancy scenic spot is one of the largest and most representative of water conservancy scenic spots. Because of the negative influence of reservoir engineering construction on its water environment, its water environment is more complex than other types. The problem of water environment is more prominent. Therefore, it is very necessary to plan the reservoir water conservancy scenic spot based on water environment protection. Based on the study of a large number of domestic and foreign documents on water environment and reservoir water resources scenic spots, this paper makes a study of the Taolinkou Reservoir Water Conservancy Scenic spot and the Fujian Lake Reservoir Water Conservancy Scenic spot in Hebei Province. The water conservancy scenic spot of Longjiang Reservoir in Yunnan Province has carried out a field survey to analyze their respective water environment problems. From two aspects of reservoir engineering construction and water conservancy tourism construction development, this paper summarizes the existing main water environment problems in reservoir water conservancy scenic spot, and then puts forward the reasonable planning method of reservoir water conservancy scenic spot based on water environment protection from the point of view of planning. While mitigating the negative impact of reservoir construction on the water environment, the reservoir water conservancy scenic spots can carry out water conservancy tourism on the basis of protecting the water environment and water ecology when planning. This planning method is used in practical cases to be demonstrated. The main results of the study are as follows:. 1) to carry out on-site survey of water conservancy scenic spots of Taolinkou Reservoir, Minhu Reservoir and Longjiang Reservoir, Yunnan Province, and analyze its water environment problems. This paper summarizes the problems of water environment in reservoir water conservancy scenic spot in two aspects of reservoir water conservancy project construction and water conservancy tourism development. Firstly, reservoir project construction has changed the hydrological water quality and regional ecosystem in the area where the reservoir project is located. Secondly, the water environment problems caused by unreasonable planning of water conservancy tourism are analyzed from four aspects: water tourism project construction, service facilities construction, road traffic construction and infrastructure construction. (2) in view of the problems existing in reservoir water conservancy scenic spots, this paper puts forward the planning countermeasures of reservoir water conservancy scenic spots based on water environment protection, focusing on planning layout, project planning, tourist capacity, road traffic planning, service facilities planning, etc. Reasonable planning methods are put forward in infrastructure planning, vegetation planning, interpretation system and water environment protection planning. This paper analyses the planning of water conservancy scenic spot in Xishan Bay, Inner Mongolia.
