南昌市水生态文明建设评价研究

【摘要】:随着工业化与城市化快速发展,生态文明越来越受到重视,而水生态文明是生态文明的基础和支撑,推动了我国生态文明的建设。国务院于2012年特别印发《关于实行最严格水资源管理制度的意见》,出台了保护水生态环境的政策举措,保证了水生态文明建设的全面开展。全方面建设水生态文明,加强水资源节约保护力度,能够加快生态文明建设,是实现人水和谐发展的重要基础。本论文针对南昌市的实际情况,参考国内外相关的研究成果对南昌市水生态文明状况进行了评价研究,建立了一套适合南昌市的水生态文明评价指标体系,并探讨出了适合南昌市水生态文明状况的评价标准以及综合评价方法,主要研究内容和结论如下:1、结合南昌市的现状以及国家出台的一些政策和文件,提出了本论文的研究依据、研究背景以及研究目的和意义、研究方法、研究主要内容和技术路线,分析总结了国内外的相关研究成果,并探讨了水生态文明的涵义。2、介绍、探讨指标体系的概念,概括建立指标体系的原则、步骤。结合南昌市的现状(自然环境特点、社会经济概况及水资源现状),建立南昌市水生态文明评价指标体系。第一,结合PSR模型,拟定了南昌市水生态文明状况的评价指标;第二,遵循指标筛选原则并结合南昌市实际,构建南昌市水生态文明状况评价指标体系。本论文从水资源及水安全、水生态环境、水利用、水管理、水景观及水文化几方面共选择了27个定量和定性评价指标对南昌市的水生态文明状况进行评价。3、计算各评价指标权重。采用层次分析法计算系统层的权重,熵权法计算指标层的权重。先用层次分析法计算1级指标的权重,然后用熵权法计算2级指标的权重,这样能更加客观的求出2级指标的权重,有利于进行下一步的水生态文明状况评价。4、综合评价南昌市水生态文明状况。本论文选用物元分析法,依托物元可拓模型对南昌市水生态文明状况综合评价,先根据待评物元和选取指标特征依次组成经典域矩阵、节域矩阵、待评物元矩阵,然后计算出每个评价指标对应的评价等级的关联系数,就可以得到水生态文明的综合关联度,用以评价水生态文明状况。本论文对南昌市2008-2012年水生态文明状况作出了综合评价。2008-2012年南昌市的水生态文明等级分别是2级、2级、2级、3级和2级。
[Abstract]:With the rapid development of industrialization and urbanization, more and more attention has been paid to ecological civilization, and water ecological civilization is the foundation and support of ecological civilization. In 2012, the State Council issued "opinions on implementing the strictest water resources management system" and issued policies and measures to protect the water ecological environment. Ensuring the overall development of the construction of water ecological civilization, building water ecological civilization in all aspects, strengthening the conservation and protection of water resources, and speeding up the construction of ecological civilization, It is an important foundation to realize the harmonious development of human and water. In this paper, according to the actual situation of Nanchang city, and referring to the related research results at home and abroad, the water ecological civilization status of Nanchang city is evaluated and studied. A set of water ecological civilization evaluation index system suitable for Nanchang city is established, and the evaluation standard and comprehensive evaluation method suitable for Nanchang water ecological civilization condition are discussed. The main research contents and conclusions are as follows: 1. Combined with the current situation of Nanchang city and some policies and documents issued by the state, this paper puts forward the research basis, research background, research purpose and significance, research methods, The main contents and technical route of the research are analyzed and summarized, and the meaning of water ecological civilization is discussed, the concept of index system is discussed, and the principles of establishing index system are summarized. Step. Based on the present situation of Nanchang city (natural environment, social economy and water resources), the evaluation index system of water ecological civilization in Nanchang city is established. Firstly, the evaluation index of water ecological civilization in Nanchang city is drawn up with PSR model. Secondly, following the principle of index screening and combining with the actual situation of Nanchang City, this paper constructs the evaluation index system of water ecological civilization in Nanchang City. This paper focuses on water resources and water safety, water ecological environment, water utilization, water management, etc. In the aspects of water landscape and water culture, 27 quantitative and qualitative evaluation indexes were selected to evaluate the status of water ecological civilization in Nanchang city, and the weight of each evaluation index was calculated, and the weight of system layer was calculated by analytic hierarchy process (AHP). The weight of index layer is calculated by entropy weight method. First, the weight of index of level 1 is calculated by analytic hierarchy process (AHP), then the weight of index of level 2 is calculated by means of entropy weight method, so that the weight of index of level 2 can be calculated more objectively. In this paper, the matter element analysis method is used to evaluate the water ecological civilization in Nanchang city based on the matter-element extension model. The classical domain matrix, the node matrix and the matter-element matrix are formed according to the evaluation matter-element and the selected index characteristics, then the correlation coefficient of each evaluation index corresponding to the evaluation grade is calculated, and the comprehensive correlation degree of the hydro-ecological civilization can be obtained. This paper makes a comprehensive evaluation of the water ecological civilization in Nanchang city from 2008 to 2012. The water ecological civilization grades of Nanchang city from 2008 to 2012 are 2 levels, 2 levels, 2 levels, 2 grades, 3 levels and 2 levels, respectively.
