最严格水资源管理“三条红线”考核指标评分方法研究

【摘要】：为了加强河南省的水资源管理,细化河南省最严格水资源管理制度考核方法,对河南省的水资源状况进行了研究,以河南省2012和2013年为现状年,分别采用"年尺度多指标法"和"单指标法"对河南省各行政市的考核指标打分评价,并进行对比分析。结果表明,"年尺度多指标法"的得分普遍高于"单指标法",其计算方法更客观,理论性和可操作性强,为水资源管理考核建立了充足的理论基础和评价标准。
[Abstract]:In order to strengthen the management of water resources in Henan Province and refine the assessment methods of the strictest water resources management system in Henan Province, the water resources situation in Henan Province was studied. The current situation of Henan Province in 2012 and 2013 was taken as the current year.The annual scale multiple index method and the single index method are used to evaluate the evaluation indexes of Henan administrative cities respectively, and the comparative analysis is carried out.The results show that the score of "annual scale multiple index method" is generally higher than that of "single index method", and its calculation method is more objective, theoretical and operational, which establishes sufficient theoretical basis and evaluation standard for water resources management assessment.
