漳州港原木堆场工程项目风险管理研究

【摘要】:以经济发展为目标的大时代背景下,港口经济的关注度在其中占据越来越大的比重,因此港口的建设无疑是重中之重,而港口工程项目因为其施工环境相对比较复杂、面临的风险因素众多等特点,使得在工程建设过程中要比一般的建设项目存在更多的风险威胁。基于上述背景下,本文的研究目的在于综合运用项目风险管理和港口工程风险管理的相关系统理论和分析工具,结合漳州港原木堆场工程项目的实际情况,通过多种方法多种角度对存在的风险进行识别、评估、应对等风险管理,最终得出针对案例项目的风险管理研究的一个可行性结论,制定出合理有效的风险控制方案,希望对项日实际建设过程中的风险控制有所帮助,也希望对类似工程项目的风险管理提供一定的借鉴作用。本文在充分调查和研究的基础上,对漳州港原木堆场工程项目的风险识别、风险评估、风险应对及风险监控进行了深入分析。结合使用德尔菲法、检查表法和头脑风暴法,识别出项目建设全过程中可能出现的风险有:工程环境风险、经济风险、管理风险、技术风险、工期风险和安全风险六大类。采取主观评分法,综合考虑风险发生的概率、后果严重程度和可控程度,总结出各类风险的等级,安全风险和工程环境风险等级最高,技术风险和工期风险次之,经济风险和管理风险最低。在此基础上,利用项目现有资源,针对不同风险提出合理的应对策略,主要有风险回避、风险预防、风险减轻、风险转移和风险自留,组合运用这些应对策略来控制风险,并且建立起完善的项目风险管理制度,成立专业的项目风险管理组织机构,并采取审核检查法对项目风险应对策略实施监控,运用定期项目评估法对项目风险实施监控,严密监督风险应对效果以及项目全生命周期的风险变化,保持风险的动态性管理。风险管理系统不是单一的指哪个过程,而是以识别、评估、应对和监控这几个阶段共同组成的一个闭环系统,对风险因素形成递进循环式的管理模式,并且运用合理的方法对每个过程都做出科学客观的研究分析,才能真正发挥风险管理在项目建设中的作用。
[Abstract]:Under the background of economic development, the attention of port economy occupies more and more proportion, so port construction is undoubtedly the most important, and port engineering project is relatively complex because of its construction environment. Because of the numerous risk factors, there are more risk threats in the process of engineering construction than in general construction projects. Based on the above background, the purpose of this paper is to comprehensively apply the system theory and analysis tools of project risk management and port engineering risk management, combined with the actual situation of Zhangzhou Port log yard project. Through a variety of methods and multiple angles to identify, evaluate, deal with and other risk management, finally draw a case study on risk management of a feasible conclusion, formulate a reasonable and effective risk control scheme, It is hoped that it will be helpful to the risk control in the process of practical construction, and it will also provide some reference for the risk management of similar projects. On the basis of full investigation and research, the risk identification, risk assessment, risk response and risk monitoring of Zhangzhou Port log yard project are analyzed in this paper. Combined with Delphi method, check table method and brainstorming method, the possible risks in the whole process of project construction are identified as follows: engineering environmental risk, economic risk, management risk, technical risk, duration risk and safety risk. By adopting subjective scoring method, considering the probability of risk occurrence, the degree of consequence severity and controllable degree, it is concluded that the grade of all kinds of risks is the highest, that of safety risk and engineering environment risk is the highest, and that of technical risk and construction period risk is the second. Economic risk and management risk are the lowest. On this basis, using the existing resources of the project, the paper puts forward some reasonable coping strategies for different risks, such as risk avoidance, risk prevention, risk mitigation, risk transfer and risk retention. And set up the perfect project risk management system, set up the professional project risk management organization, and adopt the audit and check method to monitor the project risk response strategy, and use the periodic project evaluation method to monitor the project risk. Closely monitor the effect of risk response and risk change in the whole project life cycle to maintain the dynamic management of risk. The risk management system is not a single process, but a closed-loop system composed of identifying, evaluating, responding to and monitoring these stages, which forms a progressive and cyclic management model for risk factors. And use reasonable method to make scientific and objective research and analysis to each process, can really play the role of risk management in the project construction.
