民国辽河工程局研究(1914-1934)

【摘要】:1860年,营口开埠,以营口为中心,辽河沿线航运兴起。但是,1902年,不冻港大连开港,1903年,南满铁路(即中东铁路长春至旅顺段)通车,再加上辽河河道逐年淤积,航运条件下降,辽宁一地的出口贸易中心逐渐由营口开始向大连转移,营口的商业利益受到了极大的挑战。在此背景下,1911年,锦新营口道与驻营各国领事商议成立辽河工程局,主要负责上游保护堤岸与下游清淤除沙。该工程局尚未得到清朝中央政府的批准便开始运作。1914年,辽河工程局得到了袁世凯政府的批准和承认,并重新修订辽河工程局章程。工程局存在期间,,主要进行了冷家口工程,鸭岛护岸工程,二道桥子工程,马克顿匣的建设,清淤工程以及后期的破冰工程。1932年,伪满洲国政府接收了辽河工程局,1934年,辽河工程局改组为营口航政局工程科。 本文运用大量的一手资料,力求还原一个真实的辽河工程局,以利于进一步为辽河治理方面的研究工作筑基铺路。本文正文共分三个部分,第一部分按照时间顺序,分别介绍辽河工程局成立之前的辽河状况,辽河工程局的筹备以及正式成立时的情况;第二部分主要介绍辽河工程局的机构组织概况,分为组织与人员情况和资金来源情况;第三部分着重记述辽河工程局主持的主要工程。 对于辽河工程局的研究,可以聚焦于其二十年的治河经验与功绩,以及对现今辽河的影响,也可以深入挖掘其组织构成方式与决策生成机制,以及其背后所蕴藏的历史规律。不论如何,对于辽河工程局的研究意义深远,仍有待于进一步地深入发掘与探索。
[Abstract]:In 1860, Yingkou port, Yingkou as the center, the Liaohe River along the rise of shipping. However, in 1902, the port was opened to Dalian without freezing, and in 1903, the Nanman Railway (that is, the section between Changchun and Lushun of the Middle East Railway) was opened to traffic, and the Liaohe River was silted up year by year, and the shipping conditions declined. The export trade center of Liaoning has gradually moved from Yingkou to Dalian, and Yingkou's commercial interests have been greatly challenged. In this context, in 1911, Jinxin Yingkou Road and the consuls in the camp set up the Liaohe River Engineering Bureau, mainly responsible for upstream protection of dykes and downstream silt removal. In 1914, the Liaohe Engineering Bureau was approved and recognized by the Yuan Shikai government and revised the Liaohe River Engineering Bureau's constitution. During its existence, the Engineering Bureau mainly carried out the Lengjiakou Project, the Duck Island Bank Protection Project, the second Bridge Project, the construction of the Macton Box, the desilting project and the later ice-breaking project. In 1932, the pseudo-Manchukuo government took over the Liaohe River Engineering Bureau, in 1934, Liaohe River Engineering Bureau was reorganized into Yingkou Aviation Bureau Engineering Section. In this paper, a large number of primary data are used to restore a real Liaohe Engineering Bureau in order to pave the way for further research on Liaohe River treatment. The text of this paper is divided into three parts. The first part introduces the Liaohe River before the establishment of the Liaohe Engineering Bureau, the preparation of the Liaohe Engineering Bureau and the situation when it was formally established. The second part mainly introduces the organization of Liaohe Engineering Bureau, which is divided into organization, personnel and source of funds. The third part mainly describes the main project of Liaohe Engineering Bureau. The research of Liaohe Engineering Bureau can focus on its 20 years' experience and achievements in river control and its influence on the present Liaohe River. It can also dig into its organization and decision making mechanism, and the historical law behind it. In any case, the research significance of Liaohe Engineering Bureau is far-reaching, and it still needs to be further explored and explored.
