山洪灾害应急应对模式及平台研究

【摘要】:近年来,我国山洪灾害频发,对人们的生产、生活造成重大影响,严重的破坏了自然环境。山洪灾害应急管理是一项复杂的系统工程,对山洪灾害应急管理一直是大家研究的热点。然而,事件发生的随机性、发展过程的不确定性、处置过程的复杂性,给研究带来了困难,特别是应急管理模式还在探索之中。本文针对山洪灾害的应急管理问题,开展基于一体化服务平台的山洪灾害应急管理研究,寻找快速、灵活、具有可操作性的应急管理模式。论文的主要内容如下:(1)基于一体化服务平台的山洪灾害应急应对模式研究。在深入系统的对山洪灾害应急管理所需的数据、功能进行了分析,提出面向山洪灾害应急管理的一体化服务平台,以平台为核心的应急管理理念,建立基于一体化服务平台的山洪灾害应急应对模式。(2)面向山洪灾害应急管理的一体化服务平台设计与实现。针对山洪灾害的特点,以综合集成方法论为指导,建立面向服务的、基于平台、基于组件、基于知识图及可视化工具的山洪灾害应急管理系统构建模式,并采用当前先进的软件设计及开发技术,构建面向山洪灾害应急管理的一体化服务平台,实现通过平台快速灵活地搭建出山洪灾害应急管理系统。(3)山洪灾害应急预案形式化描述及数字化研究。通过分析传统应急预案中存在的问题,建立以形式化描述应急预案的模式,基于要素分解和特征识别的方法将应急预案数字化,实现山洪灾害应急预案形式化描述和数字化应用。(4)山洪灾害预报模型研究。根据新疆生产建设兵团第十三师的地形地貌和流域情况,分析适用于第十三师流域的山洪预报模型以及洪水演进模型,提出模型的组件化方法,采用组件技术,知识图技术,三维可视化仿真技术,构建基于一体化服务平台的山洪预报及洪水演进的业务应用,为第十三师山洪灾害的预测预警提供支持。(5)基于一体化服务平台的山洪灾害应急管理实例应用研究。以新疆生产建设兵团第十三师为例,基于一体化服务平台构建了山洪灾害应急管理系统,开展山洪灾害应急事件实例应用研究,对一体化服务平台及应急管理模式的有效性进行了检验和验证。
[Abstract]:In recent years, mountain torrents frequently occur in China, which have a great impact on people's production and life, and have seriously damaged the natural environment. Mountain flood emergency management is a complex system engineering. However, the randomness of the event, the uncertainty of the development process and the complexity of the disposal process bring difficulties to the research, especially the emergency management model is still under exploration. Aiming at the emergency management of mountain flood disaster, this paper develops the research of mountain flood emergency management based on integrated service platform, and looks for a fast, flexible and operable emergency management mode. The main contents of this paper are as follows: 1) the research of mountain flood emergency response model based on integrated service platform. In the deep and systematic analysis of the data and functions needed for the emergency management of mountain torrents, the integrated service platform for emergency management of mountain torrents is put forward, and the emergency management concept with the platform as the core is put forward. The design and implementation of an integrated service platform for mountain flood emergency management based on integrated service platform is established. According to the characteristics of mountain torrent disaster, a service-oriented, platform-based, component-based, knowledge map and visual tool is established to construct a mountain flood disaster emergency management system, which is guided by integrated integration methodology. With the advanced software design and development technology, the integrated service platform for mountain flood emergency management is constructed. The formalization description and digitization research of mountain flood emergency plan are realized by using the platform to build the mountain torrents emergency management system. By analyzing the problems existing in the traditional emergency plan, the model of describing the emergency plan by formalization is established, and the method based on factor decomposition and feature recognition is used to digitize the emergency plan. To realize the formalized description of mountain flood emergency plan and the digital application of mountain torrent disaster prediction model. According to the landform and watershed situation of the 13th Division of Xinjiang production and Construction Corps, this paper analyzes the mountain flood forecasting model and flood routing model suitable for the 13th division watershed, and puts forward the componentized method of the model, adopting component technology and knowledge map technology. Three-dimensional visual simulation technology is used to construct the operational application of mountain torrents forecasting and flood routing based on integrated service platform. This paper provides support for forecasting and early warning of mountain torrents disaster in the 13th Division. (5) A case study on emergency management of mountain torrents disaster based on integrated service platform. Taking the 13th Division of Xinjiang production and Construction Corps as an example, an emergency management system for mountain torrents is constructed based on the integrated service platform. The validity of integrated service platform and emergency management model is tested and verified.
