黑龙江省嫩江县“节水增粮行动”水资源保障方案研究

【摘要】:黑龙江省嫩江县“节水增粮行动”水资源保障方案,是国家实施“东北四省区实施“节水增粮行动””的重要组成,国内外学者对于粮食安全问题、水资源对粮食生产的保障作用、高效节水工程等方面有了较细致的深入研究,如何结合最新“节水增粮行动”实施方案的具体要求,保障水资源方面需求,是亟待解决的问题。本文针对这个问题,以黑龙江省嫩江县为研究区,进行水资源保障方案研究,既能减少利用水资源,又能保障国家粮食安全,实现农民增收,具有重大的实际意义。 首先,本文归纳总结了以往的研究成果,对论证区现状水资源及开发利用状况进行了定性分析。然后,通过定额法计算研究区的灌溉用水量,并且参考《黑龙江省水文图集》对研究区水源来水进行分析计算。由于研究区无径流料积累,采用“数理统计法”对地表水源水库进行多年调节调节计算。最后,采用模数法计算地下水可开采量,并依据抽水试验结果确定了机井设计方案。 经过分析计算,确定研究区的水资源保障方案如下:研究区总用水量为3791.6万m3,,其中地表水供水2042.4万m3,供水水源为当地水库、塘坝及河道,并配套建设37座提水泵站,地下水供水1749.2万m3,其中嫩江县辖区新增机井704眼,九三管理局辖区新增机井636眼。通过地表水、地下水水源联合供水,可保障嫩江县“节水增粮行动”对水资源的需求,取得了明显的环境效益和经济效益,具有重要的实际意义。
[Abstract]:Nenjiang County, Heilongjiang Province, "Water Saving and Grain increasing Action" water resources guarantee program is an important component of the national implementation of "four Northeast provinces and regions to implement" Water Saving and Grain increase Action ", and domestic and foreign scholars on the issue of food security, The effect of water resources on grain production and the project of high efficiency and water saving have been studied in detail. How to ensure the demand of water resources is an urgent problem to be solved in combination with the specific requirements of the latest "action of saving water and increasing grain". This paper aims at this problem, taking Nenjiang County of Heilongjiang Province as the research area, carries on the water resources guarantee plan research, can not only reduce the utilization of water resources, but also can guarantee the national food security, realizes the farmer income to increase, has the great practical significance. This paper summarizes the previous research results and qualitatively analyzes the present situation of water resources and the development and utilization of water resources in the demonstration area. Then, the irrigation water consumption in the study area is calculated by the quota method, and the source water sources in the study area are analyzed and calculated with reference to "Hydrological Atlas of Heilongjiang Province". Because there is no runoff accumulation in the study area, the surface water source reservoir is adjusted for many years by mathematical statistics method. Finally, the model method is used to calculate the recoverable groundwater, and according to the pumping test results, the design scheme of the machine well is determined. The water resources guarantee scheme of the research area is as follows: the total water consumption in the research area is 37.916 million m3, of which the surface water supply is 20.424 million m3, the water supply source is the local reservoir, the dam and the river channel, and 37 pumping stations are constructed. Groundwater supply was 17.492 million m3, of which 704 new wells were added in Nenjiang County and 636 new wells were added in 93 administration area. Through the combined water supply of surface water and groundwater source, the demand for water resources can be guaranteed by the action of saving water and increasing grain in Nenjiang County, and the obvious environmental and economic benefits have been obtained, which is of great practical significance.
