西安城市水系演变与城市发展的关系研究

【摘要】:城市水系是城市的重要组成部分,同时城市水系存储的水资源及其所处的水生态环境对城市发展也有着重要的意义。随着城市发展的速度加快,城市化水平提高,城镇人口持续增长,致使城市用水需求增长,城市发展对水生态环境的压力也在持续上升。故研究城市水系演变与城市发展的关系,有益于缓和二者之间矛盾,促进双方协调共存。城市水系是城市的命脉,更是生态文明建设重要方面,党的十八大把生态文明建设放在战略突出地位,将其提升到中国特色社会主义事业“五位一体”总布局的战略高度,强力推进生态文明建设。因此,研究城市水系演变与城市发展的关系具有重要的理论和现实意义。本文从城市水系演变的视角来阐述水资源储量、水生态环境对城市发展的影响。在实地调研的基础上,查阅大量文献,梳理总结了西安市水系演变的总体历程;运用定性与定量相结合的方法,分析确定城市水系演变对城市发展影响的机理,在定性分析的基础上结合文献数据,通过定量计算揭示并解释其表现、变化和关系;最后以西安市2005年至2015年的城市发展、水资源开发利用与水生态环境保护的数据为例,从定量角度对城市水系演变对城市发展的影响进行了实证分析。本文研究成果主要包括以下内容:(1)研究总结了西安地区从原始社会时期直至当代西安市的地表水系演变历程,主要内容有:西安地区的河流走向受地质构造运动的影响,有着从东南向西北方向缓慢迁移的趋势;水系水资源总量受气候持续转向寒冷干燥的影响而逐渐减少;水生态环境受人类生产活动、城市建设等影响而持续恶化。(2)定性分析研究了古代西安的城水关系,主要从水系灌溉能力、航运能力、地区旱涝灾害与城市水利建设四个方面入手,探讨古代西安水系演变对城市发展的影响。主要结论包括:1)随着古代西安水系的持续演变,西安地区地表水系灌溉能力与航运能力持续下降;2)水土流失与水资源总量持续减少使得城市供水保障逐渐降低;3)同时生态环境恶化导致早涝灾害随着时间的推移而更为频繁。4)综合以上因素影响,由于城市物资供给难以保障,水资源总量难以满足发展需求,加上地区生态环境日益恶化,导致西安地区的城市发展自唐代以后逐渐衰落。(3)通过数学模型计算并构建相应的评价指标体系,定量分析研究了当代西安水系水资源环境与城市发展的关系,主要研究内容有:首先,引入了系统耦合协调度模型,并从水系水资源概况、水环境压力、水资源保护,城市经济发展、人口增长、城市空间拓展以及社会公共事业7个因素出发,选取了共计27个评价指标,构建了城市发展与水系水资源环境协调度的评价指标体系;其次,运用以上数学模型,对西安市2005~2015年的相关数据进行计算,结果表明:西安市城水关系的耦合协调度在2005~2015年的11年间从0.0356的极度失调阶段开始逐步转变发展至0.8868的良好协调阶段;同时城市发展与水系水资源环境这两者之间的关系也从最初相互遏制相互胁迫的矛盾共存阶段发展至更高水平的协调共生阶段。(4)根据定性分析与定量计算相结合所得出的研究结论,总结了西安市水系演变与城市发展的内在联系,并针对未来西安城的市发展与周边水生态环境保护工作,提出了能够正确协调处理二者共生关系的应用建议,具有实践性的指导作用。
[Abstract]:Urban water system is an important part of the city. At the same time, the water resources stored in urban water system and its water ecological environment are also of great significance to urban development. With the speed of urban development, the level of urbanization and the continuous growth of urban population have resulted in the increase of urban water demand and the pressure of urban development on the water ecological environment. The study of the relationship between the urban water system evolution and the urban development is beneficial to ease the contradiction between the two and promote the coordination and coexistence of the two sides. The urban water system is the lifeblood of the city and the important aspect of the construction of the ecological civilization, and the construction of the eighteen major ecological civilizations of the party has been placed in a prominent position and promoted to the social owner of Chinese characteristics. The strategic height of the general layout of the "five in one" of the righteous cause strongly promotes the construction of ecological civilization. Therefore, it is of great theoretical and practical significance to study the relationship between the evolution of urban water system and the development of the city. This paper expounds the effect of water resources reserves, water ecological environment on urban development from the perspective of urban water system evolution. Based on a large number of documents, the general course of the evolution of Xi'an water system is summarized and summarized. The mechanism of determining the influence of urban water system evolution on urban development is analyzed by combining qualitative and quantitative methods. On the basis of qualitative analysis, the performance, changes and relations are explained and explained by quantitative calculation, and finally, in Xi'an. Urban development from 2005 to 2015, the data of water resources development and utilization and water ecological environment protection are taken as an example to make an empirical analysis on the influence of urban water system evolution on urban development from a quantitative point of view. The results of this paper mainly include the following contents: (1) the study summarizes the Xi'an region from the primitive social period to the contemporary Xi'an city. The main contents of the evolution of the surface water system are as follows: the trend of the river trend in the Xi'an area is affected by the geological tectonic movement, which has the trend of slow migration from the southeast to the northwest; the total amount of water resources in the water system is gradually reduced by the influence of the climate change to the cold and dry, and the water ecological environment is influenced by the human production activities and the urban construction. (2) qualitative analysis of the urban water relationship in ancient Xi'an, mainly from the water system irrigation capacity, shipping capacity, regional drought and waterlogging disasters and urban water conservancy construction in four aspects, to explore the influence of the evolution of ancient Xi'an water system on urban development. The main conclusions include: 1) with the continuous evolution of ancient Xi'an water system, the surface water system of Xi'an area Irrigation ability and shipping capacity continued to decline; 2) water and soil erosion and water resources continued to reduce the urban water supply support gradually reduced; 3) at the same time, the ecological environment worsened the early waterlogging disaster with the passage of time more frequent.4) comprehensive factors, because the supply of urban materials is difficult to guarantee, the total amount of water resources is difficult to meet the development. The demand, coupled with the worsening of the regional ecological environment, led to the gradual decline of Xi'an's urban development since the Tang Dynasty. (3) the corresponding evaluation index system was calculated and constructed by mathematical model, and the relationship between water resources environment and urban development of contemporary Xi'an water system was analyzed and studied. The main contents were: first, system coupling was introduced. The coordination degree model, and from the water resources survey, water environment pressure, water resources protection, urban economic development, population growth, urban space expansion and social public utilities 7 factors, selected a total of 27 evaluation indicators, constructed the urban development and water resources environment coordination degree evaluation index system; secondly, the use of the above number The model is used to calculate the related data of Xi'an city for 2005~2015 years. The results show that the coupling coordination degree of Xi'an city water relationship has gradually changed from 0.0356 to 0.8868 in 11 years of 2005~2015 years, and the relationship between urban development and water resources and environment is also the same. From the initial stage of mutual restraint and coexistence of mutual coercion to a higher level of coordination and symbiosis. (4) according to the conclusions obtained from the combination of qualitative analysis and quantitative calculation, the internal relations between the evolution of Xi'an water system and the urban development are summarized, and the city development and the surrounding water ecological environment protection workers in the future of Xi'an city are also discussed. It also puts forward the application suggestions that can correctly coordinate the symbiotic relationship between the two, and has practical guiding role.
