北方缺水城市水资源短缺问题解决策略研究——以廊坊市为例

【摘要】:针对造成北方城市水资源短缺的症结所在,基于水资源可持续利用的用水模式,提出科学解决策略,即在配置方法上,注重多源统筹调控;在利用方向上,实现先内后外,次序开发;在措施保障上构建水系连通网络。合理配置本地地表水、地下水、再生水、雨洪水、外调水、过境水多资源,提升城市供水保证率;构建丰枯互济的大水源连通网络,实现地下水采补平衡;确保外调水与本地水、地表水与地下水、常规水源与应急水源联合调度。以廊坊市为研究区,遵循"先节水后调水,先治污后通水,先环保后用水"的理念,基于"三次平衡"分析思想实现水资源供需平衡。结合廊坊市的水资源平衡分析结果,2030年廊坊市多年平均缺水量为0.02亿m~3(需水量为13.63亿m~3,供水量为13.61亿m~3),缺水率为0.1%。论文提出解决廊坊市缺水的水量调度原则和绿色水系网络连通方案。研究成果为解决北方缺水城市水量不足问题提供经验借鉴。
[Abstract]:In view of the crux of the shortage of water resources in northern cities, and based on the water use mode of sustainable utilization of water resources, this paper puts forward the scientific solution strategy, that is, paying attention to the overall regulation of multiple sources in the allocation method, and realizing the first in the first and the later outside in the direction of utilization. Order development; in the measures to ensure the construction of water network connectivity. Reasonable allocation of local surface water, groundwater, reclaimed water, rain and flood, external transfer water, transit water resources to enhance the guarantee rate of urban water supply, build a large water supply network, achieve groundwater recovery balance; Ensure the combined operation of external and local water, surface water and groundwater, conventional and emergency water sources. Taking Langfang city as the research area, following the idea of "saving water first, then transferring water, treating pollution first, then using water for environmental protection", the balance between supply and demand of water resources is realized based on the idea of "three times balance". Based on the results of water resources balance analysis in Langfang city, the average annual water shortage of Langfang city in 2030 is 2 million mm3 (water demand is 1.363 billion mm3, water supply is 1.361 billion mm3), and the water shortage rate is 0.1%. In this paper, the principle of water regulation and the scheme of green water network connection are put forward to solve the water shortage in Langfang city. The research results provide experience for solving the problem of water shortage in North China.
