水资源约束下喀什地区城镇化进程发展研究

【摘要】:随着全球人口的不断增长,以及社会的不断发展,人们对水资源的需求也越来越大,这就不断加大了水资源供给和需求之间的矛盾。针对这一现状,我国也从战略上将水资源的可持续利用作为我国社会经济发展中的重要工作,要以提高用水效率为核心,以节水为重中之重不断改进水资源的利用方式,创建节水型社会。喀什地区拥有喀什噶尔和叶尔羌河两大著名绿洲,这在一定程度上得益于高山上的冰雪融水。喀什地区由于地形的特殊,其海拔差异也较大,城区的平均海拔为1289米。随着喀什城市化进程的加快,城镇在用水需求和供给方面面临着越来越突出的矛盾,越来越高的用水成本和严峻的水资源现状,成为喀什地区社会经济发展的阻力。本文按照前人水资源与城镇化发展的相互作用研究的成果和提出的理论基础,构建了喀什地区城镇化发展现状的综合评价指标体系,分析了喀什地区城镇化发展特征。分析结果表明喀什地区城镇化水平综合发展最高的是喀什市,而全区内整体的城镇化水平比较低,高水平的城镇数量也较少,未来喀什地区城镇化水平待提高,与此同时,在喀什地区水资源现状研究的基础上,水资源的利用对城镇化发展的影响关系进行量化,构建了喀什地区水资源承载能力的综合评价体系,通过各指标量化分析,得出了水资源承载能力的综合评分,结果显示:喀什地区各城镇的水资源承载能力综合水平整体上都偏低,而且出现了下降趋向,其承载力水平的空间差异很明显,喀什地区产业与用水结构式影响喀什地区水资源承载力水平的主要因子,制约着城镇化与水资源承载力的发展,同时减少水利设施建设的投资,也影响到水资源承载力水平的提高。在分析喀什地区城镇化水平,水资源承载力与影响因子的基础上,研究了水资源对喀什地区城镇规模,产业结构的影响,并提出了喀什地区水资源利用存在的问题,以实现水资源的合理利用与城市的健康发展指出相应的节水型,科技型,保护生态型发展对策。
[Abstract]:With the continuous growth of global population and the development of society, the demand for water resources is also increasing, which increases the contradiction between the supply and demand of water resources. In view of this situation, our country also strategically regards the sustainable utilization of water resources as an important work in the social and economic development of our country. We should take improving the efficiency of water use as the core and water saving as the most important thing to continuously improve the mode of utilization of water resources. Create a water-saving society. Kashgar region has two famous oases, Kashgar and Yerqiang, which is partly due to the melting water on high mountains. Kashi area because of the special terrain, its altitude difference is also big, the average elevation of urban area is 1289 meters. With the acceleration of urbanization in Kashi, towns are facing more and more prominent contradictions in water demand and supply. The higher water cost and the severe water resources become the resistance to the social and economic development in Kashgar. According to the results of the previous research on the interaction between water resources and urbanization development and the theoretical basis, this paper constructs a comprehensive evaluation index system for the present situation of urbanization in Kashi region, and analyzes the characteristics of urbanization development in Kashi region. The results show that the comprehensive development of urbanization level in Kashi is the highest in Kashi, while the overall urbanization level in the whole area is relatively low, the number of high level towns is also relatively small, and the urbanization level of Kashi region needs to be improved in the future, at the same time, On the basis of the research on the present situation of water resources in Kashi area, the influence of water resources utilization on urbanization development is quantified, and the comprehensive evaluation system of water resources carrying capacity in Kashi region is constructed, and the quantitative analysis of each index is carried out. The comprehensive score of water resources carrying capacity is obtained. The results show that the comprehensive level of water resources carrying capacity is on the whole low in Kashi area, and it has a downward trend, and the spatial difference of carrying capacity level is very obvious. The main factors that influence the level of water resources carrying capacity in Kashi region by industry and water use structure are restricting the development of urbanization and water resources carrying capacity, while reducing the investment of water conservancy facilities. It also affects the improvement of water resources carrying capacity. Based on the analysis of urbanization level, carrying capacity of water resources and influencing factors in Kashi area, this paper studies the influence of water resources on the scale and industrial structure of towns in Kashi area, and puts forward the problems existing in the utilization of water resources in Kashi area. In order to realize the rational utilization of water resources and the healthy development of the city, the corresponding development countermeasures of water saving, science and technology and ecological protection are pointed out.
