某特高压输电线路工程防洪评价问题研究

【摘要】:特高压输电线路工程是国家能源发展“十二五”、“十三五”规划的重要项目,对国民经济的发展、改善民生和环境具有重大的战略意义。特高压输电线路工程线路路径长,跨越河流水系多,对地区水系防洪管理工作带来影响。根据我国水法、防洪法及水利主管部门的有关规定,须进行防洪影响评价论证,评价建设项目与蓄滞洪区、河道的相互影响,并提出补救措施。本文研究的某特高压输电线路工程位于河北省沧州地区,线路段总长118.9km,沿线跨越贾口洼、南运河、子牙新河、北排河、捷地减河、南排河、宣惠河等蓄滞洪区和河道,须进行蓄滞洪区洪水影响评价和河道防洪评价研究,评价该项目与蓄滞洪区及河道的相互影响关系,提出补救措施。本文首先介绍了防洪评价研究工作的由来及研究方式;其次,结合本次研究项目的特点详细介绍了防洪评价研究的内容和采用的研究方法;然后,对工程现状条件、流域水系现状情况进行汇总并提出本文研究的问题;接着,按照行政归属分蓄滞洪区洪水影响评价、河道防洪评价两部分分别进行研究项目的防洪影响评价论证;最后,提出研究成果,论证研究项目与蓄滞洪区、河道的相互影响关系及需要的补救措施,指出本文研究的不足之处。
[Abstract]:UHV transmission line project is an important project in the 12th Five-Year Plan and 13th Five-Year Plan of National Energy Development, which is of great strategic significance to the development of national economy and the improvement of people's livelihood and environment. UHV transmission line project has long route and many river systems, which will affect flood control management of regional river system. According to the relevant regulations of water law, flood control law and water conservancy department, it is necessary to evaluate the effects of flood control, evaluate the interaction between construction projects, flood storage and detention areas and rivers, and put forward remedial measures. The UHV transmission line project studied in this paper is located in Cangzhou area, Hebei Province. The total length of the line section is 118.9 km, which spans the flood storage and detention areas and river channels such as Jiakouwa, South Canal, Ziya New River, Beipai River, Jaidi River, Nanpai River, Xuanhui River, etc. It is necessary to study flood impact assessment and river channel flood control evaluation in flood storage and detention area, evaluate the relationship between the project and flood storage and detention area and river channel, and put forward remedial measures. This paper first introduces the origin and research methods of flood control evaluation research; secondly, the contents and methods of flood control evaluation research are introduced in detail according to the characteristics of this research project; then, the present conditions of the project are discussed. Then, according to the administrative division flood storage area flood impact assessment, river flood control evaluation of the two parts of the study project flood impact assessment demonstration, finally, The paper puts forward the research results, demonstrates the relationship between the research project and the flood storage and detention area, the river channel and the remedial measures needed, and points out the shortcomings of the research in this paper.
