黄河治理开发与保护70年效益分析

【摘要】：治理黄河历来是中华民族安民兴邦的大事。自1946年人民治理黄河以来,尤其是新中国成立以来,党和国家十分重视黄河治理开发与保护工作,经过长期坚持不懈的努力,黄河治理开发与保护取得了巨大的成就:防洪工程体系基本建成、黄土高原地区水土流失防治取得明显成效、黄河水资源得到充分开发利用、水资源管理与保护取得重大成效、流域综合管理和科技支撑能力不断提升。人民治理黄河70年来,在防洪减灾、水土保持、供水、灌溉、水力发电等方面累计产生的经济效益高达11.1万亿元,同时为保障国家社会稳定、经济安全、粮食安全、能源安全、生态安全发挥了巨大的作用,生态效益和社会效益十分显著。
[Abstract]:Harnessing the Yellow River has always been a major event for the Chinese nation to invigorate the nation. Since the people managed the Yellow River in 1946, especially since the founding of New China, the Party and the state have attached great importance to the development and protection of the Yellow River, and have made unremitting efforts over a long period of time. Great achievements have been made in the control and development and protection of the Yellow River: the flood control engineering system has been basically built, the prevention and control of soil erosion in the Loess Plateau has achieved remarkable results, the water resources of the Yellow River have been fully exploited and utilized, and the management and protection of water resources have achieved significant results. Integrated watershed management and science and technology support capacity continues to improve. Over the past 70 years, people have managed the Yellow River with a cumulative economic benefit of up to 11.1 trillion yuan in the areas of flood control and disaster reduction, soil and water conservation, water supply, irrigation, hydroelectric power generation, etc. Meanwhile, in order to ensure social stability, economic security, food security, and energy security of the country, Ecological security has played a great role, ecological benefits and social benefits are very significant.
