太湖流域治理十年回顾与展望

【摘要】：太湖水危机后,江苏省在应急防控、综合整治等方面做了大量工作,流域水质改善成效明显。本文阐述了治理太湖(以下简称"治太")十年江苏省在法规法规、法规标准、治理规划、治理资金、组织机构、应急防控、环境经济政策、督政制度八个方面取得的经验,同时也从治太所处的社会经济发展进程、流域治理规律性、社会经济变革三个方面,分析了治理太湖进入深水区面临的三大困境。从坚持创新的角度,提出未来十年治理太湖的方向,包括加快治理领域整体推陈出新、加快环境治理体系改革等措施。
[Abstract]:After the Taihu Lake water crisis, Jiangsu Province has done a lot of work in emergency prevention and control, comprehensive treatment and so on. This paper describes the experience gained in eight aspects of regulation, regulation and standard, governance planning, governance fund, organization, emergency prevention and control, environmental and economic policy, supervision and administration system in Jiangsu Province in the past ten years of harnessing Taihu Lake (hereinafter referred to as "harnessing Taihu Lake"). At the same time, from the following three aspects: the process of social and economic development, the regulation of river basin management and the social and economic reform, the paper analyzes the three predicaments that Taihu Lake is facing into the deep water area. From the angle of innovation, this paper puts forward the direction of controlling Taihu Lake in the next ten years, including speeding up the innovation in the field of governance, speeding up the reform of environmental governance system, and so on.
