安徽省2016年长江洪水与防汛抗洪

【摘要】：2016年汛期,安徽省多次发生强降雨,特别是梅雨期间,大别山区、江淮之间、沿江江南持续遭受大暴雨、特大暴雨袭击,长江流域省内多条支流汛情超过1998,1999年,发生了仅次于1954年的大洪水,造成了严重洪涝灾害。安徽省各级政府周密部署、精心调度、科学应对,取得了防汛抗洪工作的重大胜利。同时,也暴露出防洪工程存在的诸多问题,通过灾后反思,对加强水利薄弱环节建设、防洪保障机制、防汛科技、队伍建设、应急管理等方面,提出了针对性的建议与对策。
[Abstract]:During the 2016 flood season, heavy rainfall occurred many times in Anhui Province, especially during the Meiyu period, between the Dabie Mountains and the Yangtze River and the southern part of the Yangtze River continued to suffer heavy torrential rains and heavy rainstorms. The flood situation of many tributaries in the Yangtze River Valley exceeded that of 1998 and 1999. The flood, which was second only to 1954, caused serious flooding. The governments at all levels in Anhui Province have made great success in flood prevention and flood control by careful arrangement, careful dispatch and scientific response. At the same time, many problems existed in flood control engineering are exposed. Through reflection after the disaster, some suggestions and countermeasures are put forward to strengthen the construction of weak links of water conservancy, flood control and protection mechanism, flood control technology, team construction, emergency management and so on.
