太平湾发电厂220kV4号主变压器B级检修工程安全管理研究

【摘要】:各种工程项目的开展给我国经济发展提供必要的条件,尤其是电力工程项目的运营不仅可以保障我国的电力需求,同时也为其他行业的开展准备了条件。但由于电力工程项目对安全性要求非常高,需要定期检修和维护,检修和维护的作业工序复杂,作业条件及环境差异性大,导致危险源复杂多变,存在大量不确定性,这些都给电力工程项目的安全带来极大困难,造成安全隐患。近年来工程项目安全事故频发,给作业人员的生命财产造成严重的威胁,如何在作业过程当中降低意外事故的发生,更好的保障工程项目的安全运行成为项目管理的关键。太平湾发电厂是中朝两国合资兴建的水力发电厂,隶属于中朝水力发电公司,是东北电网有限公司直属单位。此次220kV4号主变压器B级检修工程项目的启动,既能够有效满足太平湾发电厂生产的需求,又能够提升主变压器的安全系数,增强企业的安全管理控制能力,同时创作丰厚的企业利润,对太平湾发电厂及东北电网有限公司安全生产规划的实现都具有重要意义。本文就太平湾发电厂220kV4号主变压器B级检修工程安全管理进行探讨,首先,对国内外安全管理现状进行讨论,并简述太平湾发电厂220kV4号主变压器B级检修工程项目基本情况;其次,就工程项目安全管理的相关理论进行分析;再次,探讨太平湾发电厂220kV4号主变压器B级检修工程安全管理实施现状,并分析其安全管理存在的主要问题,然后,运用数学分析方法对太平湾发电厂220kV4号主变压器B级检修工程的安全管理进行评估;最后,对太平湾发电厂220kV4号主变压器B级检修工程安全管理中的问题提出相应的改进措施。
[Abstract]:The development of various engineering projects provides necessary conditions for the economic development of our country, especially the operation of power engineering projects can not only guarantee the power demand of our country, but also prepare the conditions for the development of other industries. However, due to the very high requirement of safety for electric power engineering projects, the need for periodic maintenance and repair, the complex operation procedures and the large differences in operating conditions and environment lead to the complex and changeable hazard sources and a large number of uncertainties. These all bring great difficulty to the safety of electric power engineering project, and cause hidden trouble of safety. In recent years, the frequent occurrence of safety accidents in engineering projects has posed a serious threat to the life and property of operators. How to reduce the occurrence of accidents in the course of operation and better ensure the safe operation of engineering projects become the key to project management. Taiping Wan Power Plant is a hydropower plant jointly built by China and North Korea. It belongs to Sino Korean Hydropower Company and is directly under the control of Northeast Power Grid Co., Ltd. The start of the B class maintenance project of the 220kV4 main transformer can not only effectively meet the production needs of Taiping Bay Power Plant, but also enhance the safety factor of the main transformer and enhance the safety management and control capability of the enterprise. At the same time, it is of great significance for Taiping Bay Power Plant and Northeast Power Grid Co., Ltd. to realize safe production planning. In this paper, the safety management of 220kV4 main transformer B maintenance project in Taiping Bay Power Plant is discussed. Firstly, the present situation of domestic and international safety management is discussed, and the basic situation of 220kV4 main transformer B maintenance project in Taiping Bay Power Plant is briefly described. Secondly, the related theory of project safety management is analyzed. Thirdly, this paper discusses the present situation of safety management of 220kV4 main transformer class B maintenance project in Taiping Bay Power Plant, and analyzes the main problems in safety management, and then, The safety management of 220kV4 main transformer B maintenance project in Taiping Bay Power Plant is evaluated by means of mathematical analysis method. Finally, the corresponding improvement measures are put forward for the safety management of the B class maintenance project of 220kV4 main transformer in Taiping Bay Power Plant.
