城市水源地生态补偿分区与管治研究

【摘要】:党的十八届三中全会提出建设生态文明,必须建立系统完整的生态文明制度体系,用制度保护生态环境。建立空间规划体系,划定生产、生活、生态空间开发管制界限,落实用途管制。坚定不移实施主体功能区制度,建立国土空间开发保护制度,严格按照主体功能区定位推动发展。实行资源有偿使用制度和生态补偿制度。2014年2月26日,习总书记在北京主持召开座谈会,专题听取京津冀协同发展工作汇报,强调推动实现京津冀协同发展,面向未来打造新的首都经济圈,,探索生态文明建设有效路径,促进人口资源环境相协调,把北京放在京津冀和环渤海的战略空间加以考量,打通发展大动脉,明确功能定位,实现优势互补,合作共赢,加快走出一条科学持续的协同发展路子来。 本文通过实地调研及专家访谈,从水源功能区区位特点和可持续发展入手,运用GIS、遥感等技术方法,深入研究了城市水源功能区空间结构,提出优化措施,并对生态补偿进行分区研究,水源功能区从内到外依次分为生态保护区、农业发展区、生态人居区、生态工业区,分别为一级生态补偿区、二级生态补偿区、三级生态补偿区和四级生态补偿区。不同的生态补偿区应有不同的生态补偿方式及补偿量。在此基础上,对四个分区进行了土地用途管治分析和产业发展模式分析,分析相关产业政策、人口管理政策、水资源补偿政策、区域合作模式,希望对城市水源功能区的全面协调可持续发展具有一定的启示和参考作用。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed that the construction of ecological civilization must establish a systematic and complete system of ecological civilization system and protect the ecological environment with the system. Establish a spatial planning system, delineate production, living, ecological space development control limits, the implementation of use control. We will unswervingly implement the system of main function zones, establish the system of land and space development and protection, and strictly promote development in accordance with the orientation of the main function areas. On February 26, 2014, General Secretary Xi hosted a forum in Beijing to listen to reports on the coordinated development of Beijing, Tianjin and Hebei, with emphasis on promoting the realization of coordinated development between Beijing, Tianjin and Hebei. To build a new economic circle in the capital in the future, to explore the effective path to the construction of ecological civilization, to promote the coordination of population, resources and environment, to consider Beijing in the strategic space of Beijing-Tianjin-Hebei and around the Bohai Sea, to open up the main artery of development, and to define the functional orientation. To achieve complementary advantages, win-win cooperation, accelerate the pace of a scientific and sustainable coordinated development. Through field investigation and expert interview, starting with the location characteristics and sustainable development of the water source function area, using GIS, remote sensing and other technical methods, the spatial structure of the urban water source function area is deeply studied, and the optimization measures are put forward. The functional areas of water resources are divided into ecological protection areas, agricultural development areas, ecological settlements areas, ecological industrial zones, which are the first class ecological compensation area and the second level ecological compensation area, respectively. Three-level ecological compensation area and four-level ecological compensation area. Different ecological compensation areas should have different ecological compensation methods and compensation amount. On this basis, land use governance analysis and industrial development model analysis are carried out on the four sub-regions, and relevant industrial policies, population management policies, water resources compensation policies, regional cooperation models are analyzed. It is hoped that it will provide some enlightenment and reference to the overall coordinated and sustainable development of urban water source functional areas.
