【摘要】：将资源环境与社会经济协调概念引入区域效率的评价领域，建立基于资源环境与社会经济的区域效率指标体系，收集2011年中国30个省市自治区的多项统计指标，利用数据包络分析法（DEA）和基于人工神经网络（ANN）中的自组织特征映射网络（SOM）进行实证分析。评价过程经过：“局部——综合”两阶段。首先使用数据包络分析法计算出各区域的各部分效率值，得到局部评价结果；然后使用自组织特征映射网络对所得局部评价结果进行聚类分析，得到综合评价结果。结果表明,基于资源环境与社会经济为基础对区域效率进行评价是可行的，实证研究证明以此方法可以避免区域效率评价的片面性，从而实现了以综合的视角对区域效率进行评价的目的。DEA和SOM方法的结合有效避免了评价中人为确定权重的主观性，从而提高了模型的客观性和精确性，同时评价结果可以呈现清晰的层次性，为决策者提供了清晰的信息。在评价结果的基础上，运用空间统计学中的Moran's I指数、Moran散点图、LISA指数等统计量考察空间分布特征。结果表明,2011年中国30个省市自治区的区域效率综合评价结果差异明显，呈现正空间相关性，东部沿海地区优于西部中部，同时，南方优于北方的格局；局部评价结果中，，省区之间效率高的部分和效率低的部分不尽相同，效率需要改进的方面是有差异的。其中经济效率呈显著的正空间相关性；污染治理效率呈负的空间相关性；其它局部效率呈正空间相关性，但是未通过显著性检验。
[Abstract]:The resource environment and social economy coordinated by introducing the concept of regional efficiency evaluation, establish regional efficiency index system of resource environment and social economy based on a number of statistical indicators collected from 2011 China in 30 provinces and autonomous regions, using data envelopment analysis (DEA) and artificial neural network (ANN) based on self organizing feature mapping in the network (SOM) empirical analysis. Through the evaluation process: "the local comprehensive" two stages. Firstly, using data envelopment analysis method to calculate the efficiency of each region, local evaluation results; and then use the self organizing feature map network on the local evaluation results by cluster analysis, comprehensive evaluation results. The results show that resources, environment and social economy based on the evaluation of regional efficiency is feasible. The empirical study shows that this method can avoid the evaluation of regional efficiency. One sidedness, to achieve the combination of.DEA and SOM method to evaluate the efficiency of the regional comprehensive view to avoid the subjectivity of artificial weight evaluation, so as to improve the objectivity and accuracy of the model, and the evaluation results can present level of clear, provide clear information for decision makers.
On the basis of the evaluation results, the use of spatial statistics in Moran's I index, Moran plot, LISA index statistics of spatial distribution characteristics. The results show that the comprehensive evaluation of regional Chinese efficiency results in 2011, 30 provinces and autonomous regions significantly positive spatial correlation, the eastern coastal areas than that in the middle, at the same time the South than in the north, the local pattern; the evaluation results, between the provinces high efficiency and low efficiency of the part part is not the same, the efficiency aspects need to be improved are different. The economic efficiency is a significant spatial correlation; spatial correlation is negative the pollution control efficiency; other local efficiency positive spatial correlation, but not through the significant test.
