分级行使全民所有自然资源资产所有权的改革方案研究

【摘要】：从编制自然资源清单、建立管理体制、收益分配机制和财政支出责任体系等方面提出了建立分级行使全民所有自然资源资产所有权体制的基本思路,研究了现行全民所有自然资源资产的所有权分级行使状况,分析了存在的主要问题。在此基础上,按照自然资源在国家经济安全和生态安全中的地位,进一步细化了由中央直接分级行使所有权的全民所有自然资源资产清单,并提出了建立分级行使全民所有自然资源资产所有权的体制框架和法律安排。
[Abstract]:From the aspects of the compilation of natural resources list , establishment of management system , income distribution mechanism and financial expenditure responsibility system , this paper puts forward the basic idea of establishing the ownership system of all natural resources assets in the whole people ' s natural resources , and studies the main problems existing . On this basis , according to the status of the natural resources in the national economic security and ecological security , the inventory of all the natural resources assets in which the ownership is exercised directly by the central government is further refined , and the institutional framework and legal arrangement for establishing the ownership of all natural resources assets of the whole people are put forward .
