创新推动森林资源监测发展的思考

【摘要】：在回顾新中国成立以来我国森林资源监测发展历程的基础上,根据时代发展特征和经济社会发展客观需求,系统分析了森林资源监测面临的形势和挑战。从监测理论创新、运行机制创新、技术方法创新、信息服务创新等4个方面,阐述了创新推动森林资源监测发展构想,提出了以系统科学理论为监测理论基础的新思路,充分吸纳地方基层人员广泛参与监测的运行新模式,开发集高新技术为一体的信息采集新工具,建立以大数据技术为依托、基于互联网+的信息共享新机制,并针对现实需求提出了加强森林资源监测工作的建议。
[Abstract]:Based on the review of the development of forest resources monitoring in China since the founding of New China, the situation and challenges of forest resources monitoring were systematically analyzed according to the characteristics of the development of the times and the objective needs of economic and social development. From four aspects of monitoring theory innovation, operation mechanism innovation, technology method innovation and information service innovation, this paper expounds the idea of promoting forest resources monitoring development by innovation, and puts forward a new idea based on system science theory. To fully absorb local grass-roots personnel to participate in the operation of the new mode of monitoring, to develop a new information collection tool with high and new technology as an integral whole, and to establish a new information sharing mechanism based on the big data technology and the Internet. Suggestions for strengthening monitoring of forest resources are put forward to meet the actual needs.
