【摘要】：本文旨在探索中国促进绿色制造技术扩散的治理模式和政策工具,探讨完善节能治理模式的新方向。首先,通过文献综述揭示绿色制造技术扩散的障碍,并以全国电机能效提升计划为例,总结各地方政府推广绿色技术的典型政策和措施。采用案例研究方法,分析东莞市针对万台注塑机电机节能改造所面临的困难而采取组合政策和措施,特别是为推动合同能源管理而创新的金融模式。最后,分析了新模式克服绿色技术扩散障碍,达到示范推广效果。其政策体系和新模式将有助于促进战略性新兴产业中节能环保产业的发展。
[Abstract]:This paper aims to explore the mode of governance and policy tools Chinese promote the diffusion of green manufacturing technology, to improve the new direction of energy saving management mode. Firstly, reveal the diffusion of green manufacturing technology through the literature review of the disorder, and to the motor efficiency improvement plan for typical cases, policies and measures to promote green technology summary of each local government. Using case study methods, analysis of Dongguan city facing energy-saving motor million injection and difficult to take a combination of policies and measures, especially to promote energy management contract and innovative financial model. Finally, analyzed the new green technology diffusion model to overcome obstacles and achieve demonstration effect. The policy system and the new model will help to promote the development of energy-saving environmental protection industry in emerging industries.
