【摘要】:随着我国经济形势的快速变化,在今后相当长时期内,我国能源结构转变的步伐将进一步加快,低碳经济、清洁能源将得到迅猛发展。抽水蓄能电站在电力系统中担负削峰填谷、旋转备用、事故备用、调频、调相等任务,是当前最成熟、最经济的大规模电能储存工具,它能够有效调节电力系统在生产、供应、使用三个环节之间的动态平衡,有效地保障了电力系统安全、稳定、经济地运行。随着电力体制改革逐步深化,抽水蓄能电厂进入了快速发展时期,在这样一个特殊的时段,抽水蓄能电厂如何能在现有的电力市场环境下,协调组织目标一致,持续改善运营绩效并充分调动员工的积极性、提高公司的效益,将是抽水蓄能企业获得长足、高效发展的不竭动力。首先,本文对灵泉抽水蓄能电厂的绩效管理现状进行了剖析;其次,本文在结合现代绩效管理理论论的基础上,阐述了基于平衡计分卡构建企业绩效管理体系的流程,然后结合抽水蓄能电厂的实际特点,有针对性地编制了战略地图,分层分类设定了关键绩效考核指标。在此基础上,本文基于序关系法对绩效指标的权重进行了科学的界定;再次,在本文建立了一套动态调整与反馈机制,为公司的绩效可持续发展与完善提供了可能。本文希望通过对灵泉抽水蓄能电厂绩效管理体系的研究,能够总结出一些在绩效管理工作的有效方法及经验并为国内抽水蓄能电厂同行在进行相关研究时提供一些借鉴作用。
[Abstract]:With the rapid change of China's economic situation, the pace of energy structure transformation will be further accelerated in the future, low-carbon economy. Clean energy will be developed rapidly. Pumped storage power station is the most mature in power system, which is responsible for cutting peak and filling valley, rotating reserve, accident reserve, frequency modulation, phase modulation and so on. The most economical large-scale power storage tool, it can effectively regulate the dynamic balance between production, supply and use of three links of the power system, and effectively ensure the security and stability of the power system. Economic operation. With the deepening of power system reform, pumped storage power plant has entered a period of rapid development, in such a special period, how can the pumped storage power plant in the existing electricity market environment. Coordination of organizational objectives, continuous improvement of operational performance and full mobilization of staff enthusiasm, improve the company's efficiency, will be pumped storage enterprises to obtain considerable, efficient development of the inexhaustible power. This paper analyzes the present situation of performance management in Lingquan pumped Storage Power Plant. Secondly, based on the theory of modern performance management, this paper expounds the process of constructing enterprise performance management system based on balanced scorecard, and then combines the actual characteristics of pumped storage power plant. The strategic map is compiled and the key performance evaluation index is set up by hierarchical classification. On this basis, the weight of the performance index is scientifically defined based on the order relation method. Thirdly, a set of dynamic adjustment and feedback mechanism is established in this paper, which provides the possibility for the sustainable development and improvement of the company's performance. This paper hopes to study the performance management system of Lingquan pumped Storage Power Plant. It can sum up some effective methods and experiences in performance management and provide some reference for domestic Pumped-storage Power Plant peers in the relevant research.
