【摘要】:“危害分析和关键点控制”(HACCP)是食品质量安全管理一种重要方法。该方法通过分析食品中的危害,对生产过程某几个关键点实施定向控制,将食品中有害物质或危害因素控制在标准规定的范围内,在帮助食品生产企业突出重点,实现精准发力,科学管控食品安全风险方面成效十分明显。值得注意的是,儿童玩具作为特殊消费品其质量安全危害同样不容忽视,玩具生产企业十分需要类似的方法进行风险管理。本研究查阅了大量的文献资料,分别从危害分析和关键点控制两方面对食品和玩具进行比较研究,认为两者在危害性质、危害分析方法、过程管理方式和危害控制特点等方面均具有相似性。同时结合玩具企业的质量管理体系现状,对HACCP体系和现有质量管理体系做了兼容性研究,认为在人员、机器、物料、方法、环境、检测等方面两者具备兼容性,由此论证HACCP原理在玩具企业中应用的可行性,并提出应用的技术路线和基本方法。本研究在理论研究基础上结合玩具企业进行应用分析,研究建立玩具企业的HACCP管理体系。结合产品特性进行危害分析,结合生产过程确定关键点,根据标准要求设定关键限值,围绕有效控制建立监控程序,设计纠偏措施,按照持续改进建立验证程序,并规范了文件相关记录和文件控制要求,形成了一套玩具企业应用HACCP原理通用模式。本研究还选取一家布绒玩具企业为案例,进行实证研究,建立玩具企业HACCP管理体系。制定HACCP方案表,为企业设计了9个关键控制点,配置相应关键限值、监控程序和纠偏措施及验证程序。同时,研究还选择了邻苯二甲酸酯、小部件、断针三个显著危害,将其作为对象来评估玩具企业中运行HACCP体系的效果,检验结果发现,三个危害得到明显控制。最后,文章对研究成果进行总结和归纳,认为本研究基本解决玩具企业应用HACCP的理论问题并进行实践应用,效果比较理想。提出了今后研究深化的方向,对玩具企业质量安全管理方面进一步研究具有一定借鉴价值。
[Abstract]:"Hazard Analysis and key Point Control" is an important method of food quality and safety management. To control harmful substances or hazardous factors in food within the scope of the standard, in helping food production enterprises to highlight the focus, achieve precision power. Scientific control of food safety risks is very effective. It is worth noting that children's toys as a special consumer goods its quality and safety hazards can not be ignored. Toy manufacturers need a similar approach to risk management. This study looked up a large number of literature, respectively from the hazard analysis and key point control of food and toys for comparative study. It is considered that there are similarities in hazard properties, hazard analysis methods, process management methods and hazard control characteristics between the two. Meanwhile, the present situation of quality management system of toy enterprises is considered. The compatibility of the HACCP system and the existing quality management system is studied. It is considered that the two systems have compatibility in personnel, machine, material, method, environment, detection and so on. This paper demonstrates the feasibility of the application of HACCP principle in toy enterprises, and puts forward the technical route and basic methods of application. Study the establishment of toy enterprise HACCP management system. Combined with the product characteristics of hazard analysis, combined with the production process to determine the key points, according to the requirements of the standard set up key limits, around the effective control of the establishment of monitoring procedures. Design corrective measures, establish verification procedures according to continuous improvement, and standardize the documentation related records and file control requirements. A set of general model of toy enterprise applying HACCP principle is formed. This study also selects a cloth pile toy enterprise as an example to carry on the empirical research. The HACCP management system of toy enterprises is established, and the HACCP scheme table is established. Nine key control points are designed for the enterprises, and the corresponding critical limit values, monitoring procedures, corrective measures and verification procedures are configured. At the same time. The study also selected phthalate, small parts, broken needle three significant hazards, as an object to evaluate the effectiveness of the HACCP system in toy enterprises, the test results found. Finally, the paper summarizes the research results and concludes that this study basically solves the theoretical problem of the application of HACCP in toy enterprises and carries on the practical application. This paper puts forward the direction of further research in the future, which has certain reference value for further study on quality and safety management of toy enterprises.
