以CH公司为例开展家电产品生产者责任延伸制度建设的研究

【摘要】:生产者责任延伸(简称EPR Extended Producer Responsibility)制度作为一项制度原则,主要通过将生产者的责任延伸到产品的生命周期的各个环节,特别是产品消费后阶段的回收、再循环和最终处理处置,以促进产品整个生命周期过程的环境保护。EPR是国际上普遍采纳的、推动电器电子产品行业可持续发展的管理制度。欧盟、日本等国已通过立法等方式家用电子电器生产责任延伸制度进行了明确规定。我国《清洁生产促进法》、《循环经济促进法》和《废弃电器电子产品回收处理管理条例》也明确提出了提出实施生产者责任延伸制度。国家工业和信息化部正在积极组织推动生产者责任延伸制度示范工程建设的相关工作。作为中国最大的电器电子产品生产企业之一,CH公司一直在绿色设计、清洁生产、再制造与再资源化技术等方面积极探索,并取得了一定的成绩。通过家电产品生产者责任延伸制度的示范工程建设,可以全面推动绿色产业链发展,提升技术创新和研发水平,拓展家电回收处理与再资源化产业,树立绿色的社会企业形象。本文以CH公司开展家电产品生产责任延伸制度示范工程建设为研究对象,通过对国内外生产者责任延伸制度的发展历程进行研究,分析我国现行生产者责任延伸制度实践所遇到的问题,并提出应对的策略。同时,为解决废旧家电产品造成的环境问题并提高提升家电行业的绿色设计和绿色制造水平,分析阐述生产者责任延伸制度对于家电行业发展的重要意义。此外还通过分析现有的废旧家电处理体制存在的种种缺陷,提出家电企业发展生产者责任延伸制度的优势。最后,以CH公司在EPR示范工程建设过程中的目标设计、发展策略与建设内容、实现途径进行案例分析,进一步探讨开展家电产品生产者责任延伸制度的意义、责任的主体、实施的内容和发展的模式。同时在总结示范工程建设经验的基础上,研究建立家电产品的EPR技术体系、管理体系和协同创新机制。
[Abstract]:Extended producer responsibility (EPR Extended Producer Responsibility) system as a system of principles, mainly through all aspects of the extended producer responsibility to the product life cycle, especially the recovery phase of the product consumption, recycling and final disposal, to promote environmental protection.EPR product whole life cycle process is generally accepted in the international and to promote the sustainable development of electrical and electronic products industry management system. The European Union, Japan and other countries have passed legislation such as household electrical appliances production responsibility extension system were clearly defined. "In China's Cleaner Production Promotion Law", "Circular Economy Promotion Law" and "Regulations on the management of waste electrical and electronic products recycling also pointed out the implementation of extended producer responsibility system. The national Ministry of industry and information technology, the organization is actively promoting extended producer responsibility system demonstration The related work of engineering construction. As one of the largest China electrical and electronic products manufacturing enterprises, CH company has been in the green design, clean production, and actively explore the remanufacturing and recycling technology, and achieved certain results. Through the construction of demonstration project of home appliances producer responsibility extension system, can promote the development of green chain comprehensive industry, enhance the level of technological innovation and research and development, expand the appliance recycling and reuse of the industrial society, establish a green corporate image. This paper takes CH company to carry out the production of household appliances responsibility extension system demonstration project construction as the research object, through to the domestic and foreign producer responsibility extends the development process of the system study, analysis system encountered the extension of the current practice of producer responsibility in our country, and put forward countermeasures. At the same time, in order to solve the environmental problems caused by waste electrical appliances and Enhance the home appliance industry green design and manufacturing level of analysis, this paper expounds the significance of extended producer responsibility system for the development of the appliance industry. In addition, by analyzing the defects of the existing system of processing waste electrical appliances, household electrical appliance enterprises to extend the development of producer responsibility put forward the advantages of the system. Finally, taking CH company in the process of EPR demonstration project construction the design goals, development strategy and construction content, the approach of case analysis, to further explore the development appliance system of extended producer responsibility, the main responsibility, the implementation of the content and mode of development. Based on the experience of the construction of demonstration projects, study the establishment of EPR technology of home appliance products, management system and the collaborative innovation mechanism.
