张北风电场综合效益评价

【摘要】:近几年,伴随风力发电的飞速发展,如何对风能的价值、风能的经济性、可靠性等进行综合评价,用什么方式评价等都成为世界各国竞相开展的新课题。对风电项目进行综合评价是对项目投资活动的检查总结,确定项目的合理性和规划的有效性的重要手段。风电项目综合评价的效益指标不仅体现在经济方面,还应体现在环境和社会效益方面,这三个方面相互影响,相辅相成,辩证统一。目前风电项目的综合评价指标体系尚未完善,风电项目的价值尚未得到投资者的充分认可,因此,对风电项目进行综合评价十分必要。本论文具体研究包括四个方面的内容:第一,回顾了风力发电的历史及现状,简要介绍了张北大囫囵风电场概况;第二,结合张北大囫囵风电场的具体情况,主要围绕经济效益、环境效益和社会效益三方面构建综合效益评价指标体系;第三,风电项目综合效益评价方法多种多样,分析比较各方法的优劣。模糊层次综合分析法是一种将层次分析法和模糊综合分析法相结合的方法,这种分析法可互相弥补不足,使评价结果更客观、更合理、更易定量,大大提高了模糊综合评价法的准确性;第四,在风电项目综合评价中,有多种因素及指标的相互作用,涉及大量模糊概念及模糊现象,采用模糊层次分析法,先确定指标权系数,再将定性指标转化为定量指标。对张北风电项目采用模糊层次分析法进行全面的综合评价,并对评价结果进行分析总结,从而揭示该项目发展的优势与劣势,提出改进建议,进一步提高管理体系运行的有效性和合理性。综上所述,本论文研究的问题有利于增强社会对风力发电的认识,完善风电项目综合效益评价体系,为后续项目在投资决策前期提供依据,对促进我国风电事业均衡健康发展具有重要的理论与实践意义。
[Abstract]:In recent years, with the rapid development of wind power, how to evaluate the value of wind energy, the economy and reliability of wind energy, etc. The comprehensive evaluation of wind power projects is the examination and summary of project investment activities. An important means to determine the rationality of the project and the effectiveness of the planning. The benefit index of comprehensive evaluation of wind power projects should be reflected not only in the economic aspects, but also in the environmental and social benefits. These three aspects affect each other and complement each other. Dialectical unity. At present, the comprehensive evaluation index system of wind power project is not perfect, and the value of wind power project has not been fully recognized by investors. The comprehensive evaluation of wind power project is very necessary. This paper includes four aspects: first, reviewing the history and current situation of wind power generation, briefly introducing the general situation of wind farm in Zhangbei University; second, Combined with the specific situation of whole wind farm in Beijing University of Zhangbei University, the evaluation index system of comprehensive benefit is built around three aspects: economic benefit, environmental benefit and social benefit. Thirdly, there are a variety of comprehensive benefit evaluation methods for wind power project. Analysis and comparison of the advantages and disadvantages of each method. Fuzzy Analytic hierarchy process is a combination of analytic hierarchy process and fuzzy comprehensive analysis method, this analysis method can make up for each other's shortcomings, make the evaluation results more objective, more reasonable, easier to quantify, The accuracy of fuzzy comprehensive evaluation method is greatly improved. 4th, in the comprehensive evaluation of wind power projects, there are many factors and the interaction of indicators, involving a large number of fuzzy concepts and fuzzy phenomena, the fuzzy analytic hierarchy process is used. First, the index weight coefficient is determined, then the qualitative index is transformed into a quantitative index. The comprehensive evaluation of Zhangbei wind power project is carried out by using fuzzy analytic hierarchy process, and the evaluation results are analyzed and summarized. In order to reveal the advantages and disadvantages of the development of the project, put forward suggestions to improve the effectiveness and rationality of the operation of the management system. In summary, the problems studied in this paper are conducive to enhancing the social understanding of wind power generation. It is of great theoretical and practical significance to improve the comprehensive benefit evaluation system of wind power projects and to provide the basis for the subsequent projects in the early stage of investment decision. It is of great theoretical and practical significance to promote the balanced and healthy development of wind power industry in China.
