钒钛产业生态工业园区产业链评价指标体系研究

【摘要】:传统经济的工业生产模式对环境造成严重的影响和破坏,加深人类社会与自然环境之间的矛盾,循环经济则试图通过改变传统的工业生产模式来缓和人类社会与自然环境之间的矛盾。诸如清洁生产理论与工业生态学理也由于相似的原因被提出。以这些理论为基础,生态工业园这种工业形式随之产生。生态工业园是实现循环经济的重要途径,而产业链则是生态工业园的核心。因此,研究生态产业园产业链有助于生态工业园稳定和可持续发展。本文以3R原则、科学性和准确性原则、可行性原则及全面性和整体性原则为构建原则,以环境保护部与四川省环境保护厅制定的相关标准和国内外钒钛产业的实际情况为构建标准,从经济发展、循环利用、生态环境建设、公众支持、产业链污染物排放、产业链稳定性和产业链效率等方面构建了钒钛产业生态工业园区产业链评价指标体系和相应评价模型。该指标体系包括三个层次:①目标层即钒钛产业园生态工业园区产业链现状;②准则层由7个指标构成即经济发展、循环利用、生态环境建设、公众支持、产业链污染物排放、产业链稳定性和产业链效率等指标;③目标层包括27个指标。本文调查攀枝花钒钛产业园区产业链基本情况并对其进行分析:该园区的主导产业为钒钛、钢铁机械制造及配套的化工、有色电冶产业,因此该园区的产业链是一个综合性产业链,它的构成是以钛产业链、钒产业链、钢铁机械制造产业链及钒钛产业附属产业链等子产业链为主,结合园区静脉产业链复合而成。本文以攀枝花钒钛产业园区为例,利用构建的评价指标体系和评价模型,结合该园区产业的相关数据,对其产业链进行评价。得出“攀枝花钒钛产业园产业链现状为‘优’”的评价结论。根据评价结果,对该园区的经济发展、循环利用、生态环境建设、公众支持、产业链污染物排放、产业链稳定性和产业链效率等方面提出了发展建议。
[Abstract]:The industrial production mode of traditional economy has caused serious impact and destruction to the environment and deepened the contradiction between human society and natural environment. Circular economy tries to ease the contradiction between human society and the natural environment by changing the traditional industrial production model. For example, cleaner production theory and industrial ecological theory have also been put forward for similar reasons. Eco-industrial park is an important way to realize circular economy, and industrial chain is the core of eco-industrial park. The study of the industrial chain of eco-industrial park is helpful to the stable and sustainable development of eco-industrial park. This paper takes the principle of 3R, the principle of science and accuracy, the principle of feasibility and the principle of comprehensiveness and integrity as the construction principles. Based on the relevant standards formulated by the Ministry of Environmental Protection and the Environmental Protection Department of Sichuan Province and the actual situation of the vanadium and titanium industry at home and abroad, the construction standards include economic development, recycling, ecological environment construction, public support, industrial chain pollutant emissions, The evaluation index system and corresponding evaluation model of industrial chain in Vanadium and Titanium Eco-Industrial Park are constructed in terms of industry chain stability and industrial chain efficiency. The index system includes three levels: one target layer: vanadium titanium industry park eco-industry. The present situation of industrial chain in the park is composed of seven indexes, I. e., economic development. Recycling, construction of ecological environment, public support, discharge of pollutants from industrial chain, The industrial chain stability and industry chain efficiency include 27 target layers. This paper investigates the basic situation of the industrial chain of Panzhihua Vanadium and Titanium Industrial Park and analyzes it: the leading industry of the park is vanadium and titanium. Iron and steel machinery manufacturing and supporting chemical industry, non-ferrous electrometallurgical industry, so the industrial chain of the park is a comprehensive industrial chain, it is composed of titanium industrial chain, vanadium industrial chain, This paper takes Panzhihua Vanadium and Titanium Industry Park as an example, using the evaluation index system and evaluation model, which is based on the sub-industrial chain of iron and steel machinery manufacturing industry chain and vanadium titanium industry chain, combined with the venous industrial chain of the park. Based on the relevant data of the industry of the park, this paper evaluates the industrial chain of Panzhihua Vanadium and Titanium Industrial Park, and draws the evaluation conclusion that the industrial chain of Panzhihua Vanadium and Titanium Industrial Park is' excellent'. According to the evaluation results, the economic development and recycling of the park are discussed. The development suggestions are put forward in the aspects of ecological environment construction, public support, industrial chain pollutant emission, industry chain stability and industry chain efficiency.
