新能源汽车推广政策中的地方保护主义问题分析

【摘要】：近年来,为了达到发展新能源、新技术以及保护环境的目的,政府积极推动新能源汽车产业在我国的发展,由于市场存在失灵的情况,政府介入到新能源汽车的市场推广中,出台了各项国家补贴政策,刺激消费,并取得了一定的成果。然而在地方补贴政策的制定和执行中,却由于政府的失灵,出现了地方保护的现象。新能源汽车推广过程中的地方保护虽然在短期之内促进了本地经济的发展,但是从长远看来,对于新能源汽车市场化、新能源汽车的技术进步、地方新能源汽车企业的积极性和竞争的公平性以及消费者的购买都是不利的。因此,研究新能源汽车补贴政策中的地方保护相关问题,对于未来新能源汽车在中国的发展,以及政府公共政策的制定和改进,乃至总结具有中国特色的政策制定的基本经验都是有重要意义的。本文通过对我国新能源汽车推广政策的内容和执行情况的了解,基于市场失灵和政府失灵的理论,对新能源汽车推广中的地方保护问题进行了比较细致的研分析,具体包括地方保护主义产生的根源、现行有关政策的对比分析、在新能源汽车推广过程中地方保护的表现形式以及造成的不利影响,最后以遵循市场经济的公平性为原则,结合我国的实际情况,提出解决新能源汽车发展的市场失灵、政府失灵问题的政策建议。
[Abstract]:In recent years, in order to develop new energy, new technology and protect the environment, the government has actively promoted the development of new energy automobile industry in our country. Various state subsidy policies have been introduced to stimulate consumption, and some achievements have been made. However, in the formulation and implementation of local subsidy policies, however, due to the failure of the government, The phenomenon of local protection has emerged. Although local protection in the process of promoting new energy vehicles has promoted the development of the local economy in the short term, in the long run, for the marketization of new energy vehicles and the technological progress of new energy vehicles, The enthusiasm of local new energy automobile enterprises, the fairness of competition and the purchase of consumers are all disadvantageous. Therefore, to study the local protection related issues in the subsidy policy of new energy vehicles is of great importance to the development of new energy vehicles in China in the future. As well as the formulation and improvement of government public policy, and even the summary of the basic experience of policy making with Chinese characteristics, it is of great significance to understand the content and implementation of the new energy vehicle promotion policy in China. Based on the theory of market failure and government failure, this paper makes a detailed study and analysis of the local protection problems in the promotion of new energy vehicles, including the root causes of local protectionism, and the comparative analysis of current relevant policies. In the process of promotion of new energy vehicles, the manifestation of local protection and its adverse effects are discussed. Finally, in accordance with the principle of fairness of market economy and the actual situation of our country, the paper puts forward a solution to the market failure of the development of new energy vehicles. Policy advice on the problem of government failure.
