北京EQ公司人才发展战略研究

【摘要】:一流的人才是建设一流企业的基础。当今企业,谁拥有了大批高素质的人才,谁就能在市场竞争中站稳脚跟。北京EQ公司系由中国北车股份公司为适应整体改制上市而出资成立的轨道交通装备生产企业,是北京生产修理铁路机车的重要基地。近年来,在国内人才市场竞争激烈的大环境下,北京EQ公司也面临着人才建设不力、发展后劲不足等问题,对企业的可持续发展造成了影响。基于此,本文以北京EQ公司为案例,通过归集现状、剖析问题,并结合人才发展相关理论,提出了北京EQ公司相应的人才发展对策,在促进北京EQ公司人才队伍建设的同时,希望对我国装备制造业也有所启示。本文采用案例研究、文献分析等方法,结合人力资本理论、人才开发理论、人力资源战略理论,对北京EQ公司人才工作现状进行了审视。总体来说,北京EQ公司作为现代化的装备制造企业,对人才工作比较重视,也采取了一些市场化的人才工作方法,但结合当前企业高速发展对人才的巨大需求,北京EQ公司也存在人才发展认识不很到位、人才发展规划不够明确、人才培养与引进协同不足、人才管理与使用机制不尽完善等问题。特别是在当前人才兴国战略的宏观环境下,我国人才供需指数较高,技术人才供需现状依然紧张,装备制造人才需求日益上涨,北京EQ公司需要按照S0战略,即结合自身优势和良好机遇,实行集中化的人才发展战略,努力占领装备制造行业人才发展的制高点。按照现代人才发展理论,围绕北京EQ公司发展战略,其人才发展策略需要从人才培养、人才引进、人才管理、人才使用等方面做起,并通过树立新时期人才开发理念,完善人才职业生涯发展规划,建设“双师型”人才发展机制,创新“双培、双保”的组织保障,深植人才成长成才的企业文化,从而构建出现代化的人才队伍发展体系,在确保实现人才发展目标的基础上,为实现北京EQ公司走向国际化的发展战略,奠定强有力的人才基础。
[Abstract]:First-class talent is the foundation of building a first-class enterprise.Today's enterprises, who have a large number of high-quality talent, who will be able to stand firm in the market competition.Beijing EQ Company is an equipment manufacturing enterprise of rail transit which was set up by China North Rail Company to adapt to the overall reform and listing. It is an important base for the production and repair of railway locomotives in Beijing.In recent years, under the environment of fierce competition in the domestic talent market, Beijing EQ Company is also faced with the problems of weak talent construction and insufficient development stamina, which has had an impact on the sustainable development of enterprises.Based on this, this paper takes Beijing EQ Company as an example, analyzes the problems through gathering the present situation, and combines the theory of talent development, puts forward the corresponding talent development countermeasures of Beijing EQ Company, promotes the construction of talent team of Beijing EQ Company at the same time.The author hopes to enlighten China's equipment manufacturing industry.In this paper, case study, literature analysis and other methods, combined with the theory of human capital, talent development theory, human resources strategy theory, to Beijing EQ company talent work situation is reviewed.In general, Beijing EQ Company, as a modern equipment manufacturing enterprise, attaches more importance to the talent work, and has also adopted some market-oriented talent work methods. However, in the light of the huge demand for talent from the rapid development of enterprises at present,There are also some problems in Beijing EQ Company, such as talent development understanding is not in place, talent development plan is not clear enough, talent cultivation and introduction coordination is insufficient, talent management and utilization mechanism is not perfect, and so on.Especially in the macro environment of the strategy of rejuvenating the nation by talents, the index of talent supply and demand is high, the present situation of supply and demand of technical talents is still tense, the demand for equipment manufacturing talents is increasing day by day, and the Beijing EQ Company needs to follow the S0 strategy.That is, combining their own advantages and good opportunities, implement the centralized talent development strategy, and strive to occupy the commanding point of equipment manufacturing industry talent development.According to the theory of modern talent development, and around the development strategy of Beijing EQ Company, the strategy of talent development should start from the aspects of talent cultivation, talent introduction, talent management, talent use and so on, and establish the concept of talent development in the new period.Perfecting the development plan of talents' career, constructing the mechanism of talents' development, innovating the organizational guarantee of "double cultivation, double guarantee", deeply planting the enterprise culture of talents' growth and becoming talents, thus constructing a modern talent team development system.On the basis of ensuring the realization of the goal of talent development, it lays a strong talent foundation for realizing the development strategy of Beijing EQ Company towards internationalization.
