H公司部门绩效管理体系的再设计

【摘要】:因现今国内国有企业存在的绩效管理问题偏多,本文从H公司部门级绩效管理中现存的主要问题入手,以H公司为典型,主要解决H公司部门绩效管理问题,对H公司部门绩效管理体系进行完善与再设计。在国内市场经济的大环境下,在国内企业中,比较大、中型的合资企业、外企、股份制企业的绩效管理的引用是相对成功的,虽然在国有制企业中也将绩效管理引入企业,但切实情况却并不乐观。本文首先通过对国有企业——H公司的背景调查结果进行H公司现状、公司绩效管理背景及部门绩效管理现状的阐述,再对绩效管理研究的理论依据进行阐述,并通过实际访谈、调查所得的反馈信息进行现有产生问题的分析与陈述。经过总结与分析,H公司部门级绩效管理出现问题的原因有相当一部分来自于公司整体的绩效管理内容的缺失和中高层管理者对绩效管理的认识不足、重视不足。绩效管理的畅行最坚实的基础就是依靠高层领导人的重视及中层管理者的认知与重视,否则绩效管理工作的推行是非常困难的,绩效考核代替绩效管理的现象也是管理者对绩效的认知有所缺失而引起的。通过从H公司的整体绩效管理问题入手,进行主要问题的产生原因剖析与解决,再从部门绩效管理的整体与各个环节分析现有状态、原因,从而提供现阶段相适应的H公司部门绩效管理问题解决方案。
[Abstract]:Because of the performance management problems of domestic state-owned enterprises is the main issue of this paper, starting from H department performance management in the existing, taking H company as a typical, mainly to solve the problem of performance management department of the H company, the performance management system for H departments to improve and re design. Through the summary and analysis of H company, department performance management problems are insufficient, and the lack of a considerable part of senior management from the company's overall performance management content understanding of performance management seriously insufficient. Based performance management experience is the most solid knowledge and pay attention to high-level attention and middle managers rely on, otherwise the implementation of performance management is very difficult, and performance evaluation of management is the phenomenon of management on the performance of cognitive lack caused by problems. Starting from the overall performance management of H company, analyze and resolve the reasons of the main problems. Analysis of the current state, causes the whole and all aspects of department performance management, so as to provide the H company performance management department at this stage to adapt to the solution.
