市场化改革加速推进——2015年中国油气政策回顾及“十三五”展望

【摘要】：2015年,中国油气领域市场化改革加速推进,以价格改革、扩大准入、建设交易市场为代表的市场化改革措施相继出台;围绕电动汽车基础设施建设的相关政策推出,油品升级持续推进,环保立法进程加速;继续转变政府管理方式,全面清费立税,加大简政放权,推行市场准入的负面清单制度,加强对过程和事后的监管;完成国企改革的顶层设计。"十三五"期间,油气产业的市场化改革将加快推进,进一步还原能源商品属性,构建有效竞争的市场结构和市场体系。随着未来中国油气改革的加速推进,迫切需要建立和完善有效的监管体系和社会保障制度。
[Abstract]:In 2015, China's oil and gas market reform accelerated, and market-oriented reform measures, such as price reform, expansion of access and construction of the trading market, were introduced one after another; policies related to the infrastructure construction of electric vehicles were launched. Continue to promote the upgrading of oil products, accelerate the process of environmental protection legislation, continue to change the government management mode, fully clear the fees and taxes, increase the decentralization of power, implement the negative list system of market access, and strengthen the supervision of the process and afterwards; Complete the top level design of the state-owned enterprise reform. " During the 13th Five-Year Plan period, the marketization reform of oil and gas industry will be accelerated, the attributes of energy commodities will be further restored, and the market structure and market system of effective competition will be constructed. With the acceleration of oil and gas reform in China in the future, it is urgent to establish and perfect effective supervision system and social security system.
