宜章县烟草公司绩效考核体系改进研究

【摘要】:随着全球一体化趋势的逐渐加强,我国对外开放程度进一步加大,我国企业在面对较大发展机遇的同时,也要接受前所未有的巨大考验。除此之外,随着控烟履约的深入推进和中央“八项规定”的出台实施,烟草行业面临的形势则更加复杂多变,面临的任务更加艰巨繁重。在这样的外部环境下,烟草企业要想继续保持效益增长,为国家创造更高的财税收入,就必须要从内部管理抓起,挖掘人力资源在企业发展中的潜力。而建立一套科学的绩效考核体系将是加强人力资源管理、实现企业战略目标的关键所在。本文首先介绍了绩效考核的相关理论基础,回顾了国内外的研究动态和实践经验,然后以宜章县烟草公司作为研究对象,通过查阅资料、问卷调查、深度访谈等方式对该公司绩效考核体系现状进行了深入分析,找出了其在员工认识上、指标设置上以及实施应用过程中存在的问题,并从烟草体制、文化氛围、制度因素、人员因素等方面对存在的问题进行了原因分析。最后在此诊断的基础上,笔者结合理论和企业实际,提出了改进措施,重新优化设计了宜章县烟草公司绩效考核体系。运用KPI关键绩效指标法科学合理地制定了公司、部门、岗位的绩效考核指标,强调绩效考核的过程管理与结果运用,对绩效考核方式、绩效辅导和反馈方式、激励机制均进行了完善,并提出了实施绩效考核新方案的保障措施。绩效考核体系的建立是一项复杂而且繁琐的工程,很多企业都在探索。对于烟草这个垄断行业来说,绩效考核的应用也不可避免地存在着一些问题。本文以宜章县烟草公司为例,优化设计的绩效考核方案,有一定的针对性、适用性和可行性,对其他县(市)烟草公司也有一定的参考价值。
[Abstract]:With the gradual strengthening of the trend of global integration, the degree of our country's opening to the outside world has further expanded. In addition, with the further promotion of tobacco control and the implementation of the "eight regulations", the situation faced by the tobacco industry is more complex and changeable, and the task is more arduous. In such an external environment, if tobacco enterprises want to continue to maintain the growth of efficiency and create higher fiscal and tax revenue for the country, they must start from internal management and tap the potential of human resources in the development of enterprises. Establishing a set of scientific performance appraisal system will be the key to strengthen human resource management and realize the strategic goal of enterprises. This paper first introduces the relevant theoretical basis of performance appraisal, reviews the domestic and foreign research trends and practical experience, and then takes Yizhang tobacco company as the research object, through consulting information, questionnaire, The paper deeply analyzes the present situation of the performance appraisal system of the company by means of in-depth interviews, and finds out the problems existing in the understanding of the employees, the setting of indicators and the application process, and from the aspects of tobacco system, cultural atmosphere, system factors, etc. Personnel factors and other aspects of the existing problems were analyzed. Finally, on the basis of the diagnosis, the author puts forward the improvement measures and redesigns the performance appraisal system of Yichang tobacco company. The key performance index method of KPI is used to formulate the performance evaluation index of company, department and post scientifically and reasonably. The process management and result application of performance appraisal are emphasized, and the methods of performance appraisal, performance guidance and feedback are emphasized. The incentive mechanism is improved, and the new scheme of performance appraisal is put forward. The establishment of performance appraisal system is a complex and tedious project, many enterprises are exploring. For tobacco monopoly industry, the application of performance appraisal inevitably has some problems. This paper takes Yizhang County Tobacco Company as an example, the optimized design performance appraisal scheme has certain pertinence, applicability and feasibility, also has certain reference value to other counties (cities) tobacco companies.
