【摘要】：在一次能源中,天然气资源以其清洁能源的优势近年来得到了迅猛发展,其在能源消费中的占比也持续上升。同时,随着页岩气革命,国际天然气市场近年来更为活跃,根据相关研究机构预测,随着天然气的广泛开发利用,传统的煤、油格局将逐渐打破,并隐有占据首要能源的趋势,因此,本世纪也被许多人称为天然气的世纪。从本世纪我国能源发展来看,天然气产业的发展具有重要的战略意义。同时,该产业的发展需要一个完整而健全的定价机制。而这一机制的关键,既涵盖了天然气最优化应用,同时需要在经济效益、社会效益和环境保障上统筹兼顾,具体的表现为一个合理的天然气价格链。从天然气产业的发展来看,市场化定价、社会化发展将有效促进该产业价格机制的发展。本文通过对国内外不同国家和地区天然气定价机制和具体定价方法的研究,综合分析了当前我国的产业现状,以及上中下游之间天然气的定价思路,通过分析相关文献以及总结国外主要消费区域的管制经验,对我国现行天然气定价机制提出了一些针对性的建议,同时对未来天然气价格机制的发展,进行了展望。本文共分为七个章节:第一章是绪论部分,从研究背景入手,在概述了天然气产业与天然气市场之后,在充分研究了相关理论的基础上,通过了文献综述,衍生出本文的研究思路和研究方法;第二章是对相关理论的阐述,包括可枯竭资源管理理论和价值理论,天然气基本特征,整个产业链及定价机制的机理;第三章是首先探讨了国外主要天然气市场的定价机制,分析利弊,用以指导我国天然气定价机制的改革;第四章是分析我国现行的天然气定价机制,以及随着我国天然气产业的不断发展,该机制的不适应性;第五章是对我国天然气价格机制即将进行的价格调整政策的分析,以及对调整后天然气价格存在风险的研究。第六章是在可枯竭资源理论的基础上提出对我国天然气定价原则、机制以及补偿机制的相关对策和建议;第七章是本文的结论。
[Abstract]:In primary energy, natural gas resources have developed rapidly in recent years because of their advantages of clean energy, and the proportion of natural gas in energy consumption continues to rise. At the same time, with the shale gas revolution, the international natural gas market has become more active in recent years. According to the prediction of relevant research institutions, with the extensive development and utilization of natural gas, the traditional pattern of coal and oil will be gradually broken, and the trend of occupying the primary energy source will be hidden. Therefore, this century is also called the century of natural gas by many people. The development of natural gas industry has important strategic significance from the energy development of our country in this century. At the same time, the development of the industry needs a complete and sound pricing mechanism. The key of this mechanism not only covers the application of natural gas optimization, but also needs an overall consideration in economic, social and environmental protection, and the concrete performance is a reasonable natural gas price chain. From the development of natural gas industry, market-oriented pricing and socialized development will effectively promote the development of price mechanism of natural gas industry. By studying the pricing mechanism and pricing methods of natural gas in different countries and regions at home and abroad, this paper comprehensively analyzes the current industrial situation of our country and the pricing ideas of natural gas between upper, middle and lower reaches. By analyzing the relevant literature and summarizing the control experience of the main consuming regions in foreign countries, this paper puts forward some pertinent suggestions on the current natural gas pricing mechanism in China, and prospects the future development of the natural gas price mechanism. This paper is divided into seven chapters: the first chapter is the introduction, starting with the research background, after summarizing the natural gas industry and natural gas market, on the basis of the full study of relevant theories, through the literature review. The second chapter is about the related theories, including the theory of resource management and value theory, the basic characteristics of natural gas, the mechanism of the whole industry chain and pricing mechanism. The third chapter first discusses the pricing mechanism of foreign major natural gas markets, analyzes the advantages and disadvantages to guide the reform of China's natural gas pricing mechanism, the fourth chapter is to analyze the current natural gas pricing mechanism in China. With the development of natural gas industry in China, the mechanism is inadaptable. The fifth chapter is the analysis of the price adjustment policy of China's natural gas price mechanism, and the research on the risk of the adjusted natural gas price. The sixth chapter puts forward the relevant countermeasures and suggestions on the natural gas pricing principle, mechanism and compensation mechanism based on the theory of exhausted resources, and the seventh chapter is the conclusion of this paper.
