公路工程总承包项目投标决策研究

【摘要】:随着我国社会经济发展,公路工程项目的开发建设在国家战略中的地位也愈加重要。近年来,工程总承包模式在缩短工期、提高质量、节约造价等方面的优越性越来越受到重视,在电力、石油、化工等行业得到了很好的应用,但在公路工程领域仍处于探索阶段,特别是在公路工程总承包项目投标决策方面,相关的理论研究还很薄弱,因此对公路工程总承包项目投标决策问题展开深入研究具有现实意义。本文从公路工程总承包企业角度出发,围绕公路工程总承包项目投标前期决策、投标报价决策两个问题展开深入研究,为总承包企业提高投标竞争力提供理论指导。首先,通过对公路工程总承包理论进行研究,将本文所指的公路工程总承包项目的范围界定为从初步设计开始的总承包项目;通过对公路工程总承包项目的投标决策理论进行分析,将公路工程总承包项目投标决策分为投标前期决策阶段和投标后期决策阶段。其次,从总承包企业、总承包项目和总承包企业外部主体三方面对投标前期决策的影响因素进行了分析,并将SWOT定性分析方法与定量分析方法相结合建立了投标前期决策的简单模型。再次,通过对公路工程总承包项目投标后期的工作内容进行分析,并基于公路工程总承包模式的特点,提出了总承包企业编制技术方案、管理方案、商务方案的策略。在商务方案报价策略中,基于我国工程量清单计价模式的特点将投标报价分为了工程成本和标高金,提出总承包企业应当采取成本+利润+风险费的投标报价估算方法。最后,在前人的研究基础上,从标高金的组成出发,分别建立了利润影响因素集和风险费影响因素集,并运用网络层次分析法和模糊综合评价法建立了标高金的决策模型,为总承包企业投标报价提供决策依据。在论文的结尾,对本文的研究结论进行了总结,并提出进一步研究的方向。
[Abstract]:With the social and economic development of our country, the development and construction of highway engineering project plays an increasingly important role in the national strategy. In recent years, more and more attention has been paid to the advantages of the general contracting mode in shortening the construction period, improving the quality and saving the cost, and has been applied well in the fields of electric power, petroleum, chemical industry, etc. However, in the field of highway engineering, it is still in the stage of exploration, especially in the decision-making of bidding for general contracting projects of highway projects, and the relevant theoretical studies are still very weak. Therefore, it is of practical significance to study the bidding decision of highway general contracting project. From the point of view of highway engineering general contracting enterprise, this paper makes a thorough study on two issues, namely, pre-bid decision and bidding quotation decision, in order to provide theoretical guidance for the general contracting enterprise to improve the competitive power of bidding. First of all, through the study of highway engineering general contracting theory, the scope of highway engineering general contract project mentioned in this paper is defined as the general contract project from the initial design. Based on the analysis of the bidding decision theory of highway engineering general contracting project, the bidding decision of highway general contract project is divided into two stages: early bidding decision stage and late bidding decision stage. Secondly, the paper analyzes the influencing factors of the pre-tender decision from three aspects: the general contracting enterprise, the general contract project and the external main body of the general contracting enterprise. The SWOT qualitative analysis method and quantitative analysis method are combined to establish a simple model of pre-bidding decision. Thirdly, based on the analysis of the work content in the late stage of highway engineering general contracting project bidding, and based on the characteristics of highway engineering general contracting mode, this paper puts forward the strategy of general contracting enterprise to compile technical scheme, management scheme and commercial plan. In the bidding strategy of commercial scheme, based on the characteristics of bill of quantities pricing mode in China, the bidding price is divided into engineering cost and high price, and it is proposed that the general contracting enterprise should adopt the method of estimating the cost and profit risk cost. Finally, on the basis of previous studies, the paper establishes the set of profit influencing factors and the risk and fee influencing factors set from the composition of elevation gold, and establishes the decision model of elevation gold by using the analytic hierarchy process of network and the fuzzy comprehensive evaluation method. It provides decision basis for bidding quotation of general contracting enterprise. At the end of the thesis, the conclusion of this paper is summarized, and the direction of further research is put forward.
