中国电力企业在巴基斯坦的投资机遇及风险评估研究

巴基斯坦存在严重的电力短缺现象,尤其在2011-12年期间达到了最严重的状态,导致全国范围的电力中断,通常每天持续10-16小时,造成数十亿卢比的经济损失。许多行业被迫关闭,而有些则转移到其他国家以弥补损失。巴基斯坦的出口下降,而进口激增,导致了许多问题,其中就包括电力部门的循环债务和投资者信心的丧失。这场电力危机本身也是外国公司,尤其是中国公司进入巴基斯坦市场和投资电力行业的机会。巴基斯坦是“一带一路”倡议的重要市场,中国已在“中巴经济走廊”的各个领域投资620亿美元。中国电力行业企业的投资机会主要集中在资源潜力(煤炭、天然气、水力发电和可再生能源)上,这主要是因为现有项目由外国投资者提供资金,且资源充足。消费者数量的逐年增加、需求的不断增长、输配电项目的投资以及总承包公司的投资,也为愿意采取各种投资途径的外国投资者提供了机会,例如,绿地投资、并购和战略伙伴关系。由于最近几次民主政权更迭以及法律和秩序状况的改善,许多组织已经改善了对巴基斯坦的风险评估。宏观层面的分析确定了外国投资者面临的各种风险因素,同时也讨论了一些挑战。为了尽快改善经济和电力部门的状况,巴基斯坦政府新增了几个火力发...
