提升回应性:从党建责任制到责任型政党

【摘要】：党建责任制是在党内落实全面从严治党的重要机制保障,它通过构建任务下派、责任传递和对上负责的运行机制,旨在提升党员干部的政党认同,强化其党员意识和党性观念。然而,党建责任制只是在执政党组织体系内部构建了负责机制,缺乏对外部环境和社会公众的有效回应,容易使党建工作脱离群众需求和工作实际,陷于形式主义境地。因此,从推进党建责任制转向建设责任型政党,强化基层党组织的社会回应能力,密切党群干群关系,巩固党的执政基础,是深入推进全面从严治党的一项新任务。
[Abstract]:Party building is an important mechanism to ensure the implementation of the responsibility system of comprehensive strictly within the party, it constructs the task assigned, and to transfer the responsibility operating mechanism responsible, to enhance the party members and cadres of party identification, strengthen the awareness of Party members and party concept. However, the Party of responsibility only in the internal system of the ruling party organization to construct the mechanism responsible for. The lack of external environment and the public's effective response, easy to make the work of Party building from the needs of the masses and the actual work, in the formalism situation. Therefore, the construction of a responsible party to promote Party Building from the responsibility system, strengthen the social response ability of grass-roots party organization, close party, consolidate the ruling foundation of the party, is to further promote a new task of comprehensive strictly.

【正文快照】： 推进全面从严治党面临的难题之一,是如何保持自上而下党建责任落实的同时又能避免陷入形式主义负责制的陷阱。全面从严治党是中国共产党在新时期进行自我改造、自我净化和自我革新的重大布局,它在凝聚全党思想、清除党内腐败、严明纪律规矩、巩固中央权威方面发挥了积极作用。
