十八大以来党的群众路线发展研究

【摘要】：党的群众路线是马克思主义与中国革命和建设具体实践相结合的产物,是马克思主义中国化的重要成果。党的群众路线对密切党群干群关系,提升党和政府公信力有很强的指导意义。党的群众路线不是绝对真理,更不是教条,随着中国革命和建设实践的推进而不断发展创新。当下我党面临新的国际国内形势,党的自我管理出现失之于宽、失之于松、失之于软的问题。“四风”、隐形变异“四风”、贪污腐败现象在党内不同程度的存在,极大地损害了党群干群关系。苏东剧变的惨痛教训告诉我们,党在面临严峻的形势下,必须坚持并发展党的群众路线思想理论,创新丰富群众路线思想内容;我党九十多年的历史经验表明,我党有必要并有能力通过创新群众路线思想理论,从人民群众中汲取克服困难的力量。十八大以来,我党加强自我管理,强化党要管党,从严治党,组织开展了群众路线教育实践活动、“三严三实”专题教育和“两学一做”学习教育,指出“为民务实清廉”是新形势下党的群众路线的主要内容,要求党员干部严以修身、用权、律己,做到谋事实、创业实、做人实,践行一名合格党员的纪律要求。十八大以来,党的群众路线思想理论继续丰富发展,呈现出强化党的自我管理、维护公平正义、注重环境保护等特点。十八以来的群众路线思想内涵的创新、丰富和拓展,是新形势下我党应对各种新情况、新问题的理论升华,将指导我党继续“为了群众,依靠群众”,推进全面小康社会建设,值得深入研究。
[Abstract]:The mass line of the Party is the product of the combination of Marxism with the concrete practice of the Chinese revolution and construction, and is an important achievement of the Sinicization of Marxism, and the mass line of the Party has a close relationship between the cadres and the masses of the party and the masses. Improving the credibility of the Party and the government has a strong guiding significance. The mass line of the Party is not absolute truth, let alone dogma. With the development of Chinese revolution and construction practice, the Party is faced with a new international and domestic situation, and the party's self-management is out of scope, loose and soft. The hidden variation of "four winds" and the existence of corruption in the Party to varying degrees have greatly damaged the relationship between the cadres and the masses of the party and the masses. The bitter lesson of the drastic changes in the Soviet Union and East Europe tells us that the party is facing a grim situation. We must adhere to and develop the Party's ideological theory of the mass line and innovate and enrich the ideological content of the mass line; Our party's more than 90 years of historical experience shows that it is necessary and able to absorb the strength of overcoming difficulties from the masses by innovating the ideological theory of the mass line. Since the 18 National Congress of the CPC, our Party has strengthened its self-management. We should strengthen the party's management of the party, strictly govern the party, organize and carry out the mass line education practice activities, "three strict and three practical" special education and "two schools and one thing" study education. It points out that "being practical and honest for the people" is the main content of the Party's mass line under the new situation, and requires Party members and cadres to strictly cultivate themselves, use their power, control themselves, seek facts, start a business and be a true man. Since the 18 National Congress of the Communist Party of China, the theory of the mass line of the Party has continued to develop in a rich way, showing the strengthening of the Party's self-management and the maintenance of fairness and justice. The innovation, enrichment and development of the ideological connotation of the mass line since 18 is the sublimation of the theory of our party to deal with various new situations and new problems under the new situation, which will guide our party to continue "for the masses." Relying on the masses "and promoting the construction of a well-off society in an all-round way are worthy of further study.
