基层政法干部胜任力培训需求与体系优化研究

【摘要】:政法干部是维护国家安全和社会政治稳定的中坚力量,加强政法干部的培训,提高其政治业务素质和执法水平,不仅是一项基础性工作,也是一项长期的战略任务。当前政法干部培训存在培训目标与培训模式不够协调、培训强度与能力提升尚未同步,“训用分离”现象普遍存在,影响着培训的针对性、实效性和参训主体的积极性。建立基于胜任力的政法干部培训体系,,根据岗位性质设计更具针对性的培训内容,使政法干部由适应工作岗位变为胜任工作岗位,既能增强培训实效,又能充分调动各方的积极性,进而提高基层政法干部培训的科学性与针对性。因此,研究基于胜任力的政法干部培训体系具有重要意义。 本文按照“理论分析—现状剖析—体系构建—应对策略”的研究范式,以M市基层政法干部培训为例,在梳理胜任力理论、培训需求分析及评估方法的基础上,剖析M市基层政法干部培训现状,揭示存在的问题并进行原因分析,从组织需求、业务需求、个体需求三个层面对M市基层政法干部培训需求展开分析,进而构建基层政法干部培训体系并提出培训效果评价指标体系和评价方法,最后提出了相关对策建议。本文的研究结论为:(1)设计并优化了M市基层政法干部培训体系。基于组织需求、业务需求和个体需求,从明确培训目标、确定培训内容、构建培训体系、培训实施策略四个方面构建了较为科学完备的基层政法干部培训体系。(2)构建了M市基层政法干部培训效果评价指标体系。根据指标体系设计的原则,建立了一个涵盖知识、能力和修养等3个一级指标,8个二级指标、51个三级指标的政法干部培训效果评价指标体系,将层次分析法作为培训效果评价方法,并设计了政法干部培训效果评价实施流程整体框架。(3)提出了M市基层政法干部培训的保障措施。运用理论与实践相结合方法,从强化对培训工作的重视程度、注重培训实效、精选培训内容、扩大参训人员覆盖面、提高干部心理健康素养、做好职业规划等六个方面提出了推进和完善M市基层政法干部培训体系的对策建议。
[Abstract]:Political and legal cadres are the backbone of maintaining national security and social and political stability. It is not only a basic work to strengthen the training of political and legal cadres and improve their political professional quality and law enforcement level. It is also a long-term strategic task. At present, there is insufficient coordination between the training objectives and the training mode in the training of political and legal cadres, the training intensity and the ability enhancement have not yet been synchronized, and the phenomenon of "separation of training and use" is widespread. It affects the pertinence, effectiveness and enthusiasm of the subject of training. Establish the training system of political and legal cadres based on competence, and design more targeted training content according to the nature of the post. To change the political and legal cadres from adapting to the job into a competent job can not only enhance the actual results of training, but also fully mobilize the enthusiasm of all parties, and then improve the scientific nature and pertinence of the training of political and legal cadres at the grass-roots level. It is of great significance to study the training system of political and legal cadres based on competence. According to the research paradigm of "theoretical analysis-current situation analysis-system construction-coping strategy", this paper takes the training of political and legal cadres at the grass-roots level in M City as an example to sort out the competency theory. On the basis of training needs analysis and evaluation methods, this paper analyzes the status quo of political and legal cadres training at the grass-roots level in M city, reveals the existing problems and analyzes the causes, from the organizational needs, business needs. Three levels of individual demand analysis of the training needs of grass-roots political and legal cadres in M City, and then build a grass-roots political and legal cadres training system and training effectiveness evaluation index system and evaluation methods. Finally put forward the relevant countermeasures and suggestions. The research conclusion of this paper is: 1) designed and optimized the training system of political and legal cadres at the grass-roots level in M city. Based on the organizational needs, business needs and individual needs, the training objectives are clearly defined. Determine the training content and build a training system. Four aspects of training implementation strategy to build a more scientific and complete grass-roots political and legal cadres training system. 2) build M City grass-roots political and legal cadres training evaluation index system, according to the principles of the design of the index system. This paper establishes an evaluation index system of the training effect of political and legal cadres, which covers three primary indexes, including knowledge, ability and accomplishment, eight second-level indicators and 51 third-level indicators, and takes the Analytic hierarchy process as the training effect evaluation method. And designed the overall framework of the implementation process of evaluation and implementation of the effectiveness of political and legal cadres training framework. 3) put forward the M City grass-roots political and legal cadres training security measures, using the combination of theory and practice. From strengthening the degree of attention to the training, pay attention to the actual results of training, select the training content, expand the coverage of the participants, improve the mental health literacy of cadres. This paper puts forward some suggestions on how to promote and perfect the training system of political and legal cadres in M City from six aspects, such as doing a good job planning.
