从“压力模式”到“内生模式”:落实党风廉政建设“两个责任”的必由路径

【摘要】：党的十八届三中全会作出"落实党风廉政建设责任制,党委负主体责任,纪委负监督责任"的重要决策。落实党风廉政建设"两个责任"的基本模式主要包括压力体制下被动执行的"压力模式"和基于自觉认同与服从而主动行为的"内生模式"。在"压力模式"下,仍存在被动作为、施压力度难以拿捏、监督实效性不高和责任追究乏力等问题。破解"压力模式"困境的出路是向"内生模式"转变,通过构建廉洁政治生态,建立系统完备的制度体系,加强干部能力铸炼,强化责任意识来合力实现。
[Abstract]:The third Plenary session of the 18 Central Committee of the Party adopted the "responsibility system for the construction of a clean and honest government in the Party style", in which the party committee bears the principal responsibility. The basic mode of carrying out the "two responsibilities" in the construction of a clean and honest party style mainly includes the "stress mode" of passive implementation under the pressure system and the initiative behavior based on conscious identity and servitude. " In "stress mode", There are still some problems such as passive action, hard to use pressure, low effectiveness of supervision and lack of accountability. The way out to solve the dilemma of "stress mode" is to change to "endogenous mode" and construct clean political ecology. Establish a systematic and complete system, strengthen the ability of cadres, strengthen the sense of responsibility to achieve.
