【摘要】：正早在2009年3月,时任中共中央政治局常委、国家副主席的习近平在中央党校春季学期开学典礼上就强调指出,各级领导干部要提高"同媒体打交道的能力"。那个时候提到的"媒体",虽然没有明确指向网络媒体,但众所周知,2008年、2009年正是中国互联网快速发展、网络舆情危机频发的高峰期。在那样的社会舆论环境下,要求领导干部提高"同媒体打交道的能力",显然更多的是指同网络媒体打交道的能力。所谓"打交道",是一种通俗的说法,意为人与人、人与机构、人
