新形势下中国共产党抵御执政风险问题研究

【摘要】：执政风险是指执政党面临执政地位丧失的一种可能的、潜在的现实危险。执政风险是当今世界政坛共同面临的突出问题。中国共产党作为执政党，同样面临着执政风险。抵御执政风险，巩固执政地位，是中国共产党执政以后的一项根本任务，，也是中国共产党将长期面对并必须始终解决好的一个历史性课题。进入新世纪新阶段，世情、国情和党情都发生了深刻变化，我们党执政更是面临着前所未有的风险和挑战。因此，在新形势下，我们党必须高度重视抵御执政风险问题，不断增强抵御执政风险的意识，积极构建抵御执政风险的机制，全面提高抵御执政风险的能力，只有这样才能化解执政风险，巩固执政地位，完成执政使命。本文尝试对新形势下中国共产党抵御执政风险这一问题作一比较系统的研究。首先，从执政风险的相关理论问题入手，阐述了执政风险的基本内涵，梳理了马克思主义经典作家关于执政风险的基本理论，以及提出了我们党抵御执政风险的重要性与紧迫性。其次，通过评述党执政后党的三代领导集体核心关于抵御执政风险的重要思想，总结了建国后党抵御执政风险的历史经验。再次，结合世情、国情和党情的深刻变化，对新形势下党所面临的执政风险进行了比较深刻的分析和全面的探讨。最后，针对新形势下党如何有效地抵御这些执政风险，提出了若干对策性思考。
[Abstract]:Ruling risk refers to a possible and potential realistic danger that the ruling party is facing with the loss of its ruling position. The ruling risk is a common and prominent problem in the world of politics today. As the ruling party, the Communist Party of China, as the ruling party, Also facing the ruling risks. Resisting the ruling risks and consolidating the ruling position is a fundamental task for the CPC after it came to power. It is also a historic issue that the CPC will face for a long time and must always solve. Entering a new stage in the new century, profound changes have taken place in the world, national conditions and party feelings. Therefore, under the new situation, our party must attach great importance to the issue of resisting the ruling risk, constantly strengthen the consciousness of resisting the ruling risk, and actively construct the mechanism of resisting the ruling risk. Only by comprehensively improving the ability to resist the ruling risk can we resolve the ruling risk, consolidate the ruling position and complete the ruling mission. This paper attempts to make a comparatively systematic study on the issue of the CPC resisting the ruling risk under the new situation. First, it expounds the basic connotation of the ruling risk, starting with the relevant theoretical problems of the ruling risk. Combing the basic theory of Marxist classic writers on governance risk, and putting forward the importance and urgency of our party to resist the ruling risk. Secondly, This paper summarizes the historical experience of the Party in resisting the ruling risk after the founding of the people's Republic of China by commenting on the important thoughts of the core of the three generations of the leading collective of the Party on resisting the ruling risk after the Party came into power. Again, combining with the world situation, the profound changes of the national conditions and the Party's feelings, This paper makes a deep analysis and a comprehensive discussion on the ruling risks faced by the Party under the new situation. Finally, in view of how the Party can effectively resist these ruling risks under the new situation, some countermeasures are put forward.
