【摘要】：当前,文化强弱已经成为展示各国综合实力的重要部分。作为近代中国革命过程中必须面对的重要历史课题,文化建设在中国共产党领导的革命事业发展进程中起着重要的作用。二十世纪三四十年代,随着沂蒙抗日根据地的逐步建立,当地文化建设事业在党的领导和推动下不断得到发展,沂蒙人民在文化建设过程中创造了很多典型做法,取得了十分宝贵的历史经验。本文主要由引言、正文、结语组成。第一部分引言。主要是文献综述及研究对象、方法,对根据地文化建设的相关研究进行了梳理。正文分四部分:第一部分沂蒙抗日根据地文化建设的背景与进程。首先通过分析抗日战争爆发特别是沂蒙抗日根据地建立以后,根据地所面临的复杂内外环境,得出根据地开展文化建设的必要性和有利条件,它的开展是党为动员民众抗战积极性和坚持长期敌后抗战的需要;其次,阐述了根据地文化建设的发展历程,并根据各个时期中心任务和发展特点的不同,依次将其划分为起步阶段(1932-1939)、发展阶段(1940-1942)和兴盛阶段(1943-1945),对每个阶段文化建设所具有的特点进行了分析。第二部分沂蒙抗日根据地文化建设的具体实践。也是本文的中心部分,主要从三方面展开论述。首先从根据地文化建设的领导和组织机构的相继成立谈起;其次探讨了根据地的文化政策,指出战时文化工作与文化政策的制定都是围绕战争展开、为战争宣传服务的;三是主要从教育、新闻出版、文艺宣传等具体方面对文化建设的相关实践进行了论述。第三部分沂蒙抗日根据地文化建设的基本特点与历史作用。总结概括了根据地文化建设的基本特点,指出沂蒙根据地文化建设既有一般文化建设的共性,又带有区域性色彩,文化建设在巩固根据地、打退敌人文化进攻、启迪人们心智、培养党政干部、改善社会风气及孕育沂蒙精神等方面产生了重要作用。第四部分沂蒙抗日根据地文化建设的主要经验和当代启示。概括总结了根据地文化建设所取得的主要经验,结合当前我国深化文化体制改革、建设社会主义文化强国的的新背景,阐述了根据地文化建设的开展对于当前文化建设的启示。结语部分主要是对本文的归纳和总结。结合当前文化发展实际,以期引起人们对于文化建设的重视。

Firstly, it starts with the establishment of the leadership and organization of the cultural construction in the base area; secondly, it discusses the cultural policy of the base area, and points out that both the cultural work and the formulation of the cultural policy in wartime revolve around the war.
