【摘要】："文山会海"源于基层治理的"文件政治"与"会议行政"特性,它由中国基层政治动员型体制和行政压力型体制所决定。遏制"文山会海",需要在党政职能及权责分开、政府职能转变以及社会监督等方面进行改革和创新,亦即从现行体制的政治约束和行政实施特性上进行改革,如此才能消除"文山会海"产生的根源及其衍生的官僚主义、教条主义和形式主义等外在表现形式。
[Abstract]:"Wenshan Huihai" originates from the characteristics of "document politics" and "conference administration" in grass-roots governance. It is determined by China's grass-roots political mobilization system and administrative pressure-type system. To contain the "Wenshan Huihai", it is necessary to separate the functions and responsibilities of the party and government.
