国外政党严格自身治理的做法和经验

【摘要】：国外政党治理大致包括两个层面、三重治理关系:一是政党内部治理层面,治理主体是政党,治理方式用制度(党规党纪),治理内容涉及党员管理、党纪监督、党内权力运行等"制度治党"问题。二是政党外部治理层面,包括政党与国家、政党与社会两重治理关系。政党与国家的治理关系,治理主体是国家,治理方式用法治,治理内容涉及党纪与国法如何衔接的"依法治党"问题;政党与社会的治理关系,治理主体是社会公众和新闻媒体,治理方式用舆论监督,治理内容涉及公众和媒体舆论对政党治理的"法外监督"问题。国外政党治理的做法和经验,对我们党在新形势下协调推进全面从严治党,具有一定的启示和重要的参考借鉴价值。
[Abstract]:The governance of foreign political parties consists of two levels: one is the internal governance of political parties, the main body of governance is the political parties, and the mode of governance is the system (party rules and regulations, party discipline, governance content involves party members management, party discipline supervision, The second is the external governance of the political party, including the relationship between the political party and the state, the relationship between the political party and the society, the governance relationship between the political party and the state, the main body of governance is the state, and the mode of governance is governed by the rule of law. The content of governance involves the issue of "administering the party according to law" how to link up party discipline with the state law, the governance relationship between political parties and society, the governing subject is the public and the news media, and the mode of governance is supervised by public opinion. The content of governance involves the issue of "extrajudicial supervision" of political party governance by the public and media. The practice and experience of foreign political party governance will coordinate and advance the Party's comprehensive and strict administration of the party under the new situation. It has some enlightenment and important reference value.
