农村空心化背景下村级党组织建设研究

【摘要】：村级党组织是农村社会的领导核心,是党凝聚力量、联系群众、团结农民的重要纽带和桥梁。“基础不牢,地动山摇”。作为党和国家与农村社会互动的中介,村级党组织一方面要贯彻、执行党和国家的政策、路线和方针,另一方面又要领导、协助村民自治组织维护农村社会的和谐稳定。因而,村级党组织具有数量众多和分布广泛的特点,其自身建设以及作用发挥,关系着党的执政稳固与否和社会主义建设的全局。当前,随着我国城镇化的快速推进,农村人口大量外流,伴随而来的是农村的资金、技术和知识等资源也向外转移,农村陷入“空心化”境遇。农村空心化给村级党组织建设带来了新要求和新挑战,但当前村级党组织自身建设还未能很好地适应农村社会的新形势,导致村级党组织的领导核心作用不能有效发挥,降低了党在农村社会的影响力和作用力,总体上陷入“边缘化”和“软弱涣散”的状态,部分村级党组织出现明显的“空转”现象。当前村级党组织建设上存在的种种困境,不仅阻碍了党在农村执政地位的巩固,还不利于农村社会的长远发展和和谐稳定。面对村级党组织建设存在的不足,如何加强空心化背景下的村级党组织自身建设,实现村级党组织自身建设和农村社会持续发展的互促共进,成为当前实现农村社会转型发展的现实问题。本文在已有研究的基础上,全面梳理了空心化背景下村级党组织建设存在的问题,深刻剖析了村级党组织建设陷入困境的原因,并结合空心化农村地区的实际情况,分析了当前加强村级党组织建设的对策。为此,文章的结构安排如下:首先,从空心化的背景出发介绍了当前空心化现象给村级党组织建设带来的影响和挑战,并梳理了村级党组织建设存在问题的具体表现,最主要的有队伍建设难跟进、组织制度难落实,领导能力不断弱化等。其次,根据空心化背景下农村社会阶层分化愈加明显和利益诉求不断增强的现状,正确认识村级党组织与农村社会之间关系的新变化,在此基础上来分析导致村级党组织建设陷入困境的原因。最后,针对空心化背景下村级党组织建设存在问题的原因分析,探索了村级党组织建设的具体路径。结合村级党组织建设的实际,将一些行之有效的对策进行了归纳,概括起来主要有三个方面:加强思想建设,是完善村级党组织建设的思想前提;夯实组织基础,是建强村级党组织的关键所在;创新工作机制,是保障村级党组织建设的制度条件。
[Abstract]:The village-level party organization is the leading core of the rural society, the important link and bridge for the party to unite its strength, contact the masses, and unite the peasants. "the foundation is not strong, the earth is shaking," and acts as an intermediary for the interaction between the party and the state and the rural society. Party organizations at the village level should, on the one hand, carry out and implement the policies, lines and principles of the party and the state, on the other hand, they should lead and assist the villagers' autonomous organizations to maintain the harmony and stability of the rural society. The village-level party organization has the characteristics of numerous and widely distributed. Its own construction and its function play a vital role in the stability of the Party's governance and the overall situation of socialist construction. At present, with the rapid development of urbanization in our country, A large number of rural population outflow, accompanied by rural capital, technology and knowledge resources are also transferred outward, the rural areas into a "hollowing" situation. Rural hollowness has brought new requirements and challenges to the construction of village-level party organizations. However, the current construction of the village-level party organizations has not been able to adapt to the new situation of the rural society, which leads to the failure of the leadership core role of the village-level party organizations, which reduces the influence and force of the party in the rural society. On the whole, they are in the state of "marginalization" and "weakness and laxity", and some village-level party organizations appear obvious "idle" phenomenon. At present, various difficulties in the construction of village-level party organizations have not only hindered the consolidation of the Party's ruling position in rural areas, It is also not conducive to the long-term development and harmonious and stable development of rural society. In the face of the shortcomings in the construction of the village-level party organizations, how to strengthen the self-construction of the village-level party organizations under the background of hollowing, The realization of the mutual promotion of the self-construction of the village-level party organizations and the sustainable development of the rural society has become a realistic problem in the realization of the transformation and development of the rural society. This paper comprehensively combs the problems existing in the construction of the party organizations at the village level under the background of hollowing, deeply analyzes the reasons for the difficulties in the construction of the party organizations at the village level, and combines the actual situation of the hollowed rural areas. This paper analyzes the countermeasures to strengthen the construction of the party organizations at the village level. For this reason, the structure of the article is arranged as follows: firstly, from the background of emptiness, it introduces the influence and challenges brought by the current hollowing phenomenon to the construction of the party organizations at the village level. And combing the concrete performance of the problems existing in the construction of the village party organization, the most important ones are that the team building is difficult to follow up, the organization system is difficult to implement, the leadership ability is weakening and so on. Secondly, According to the situation that the social stratum differentiation is becoming more and more obvious and the interest demand is increasing under the background of hollowing out, we should correctly understand the new changes in the relationship between the village-level party organizations and the rural society. On this basis, this paper analyzes the causes of the difficulties in the construction of village party organizations. Finally, the paper analyzes the reasons for the problems in the construction of village party organizations under the background of hollowing. This paper probes into the concrete path of the construction of the village party organization. Combined with the reality of the construction of the village party organization, some effective countermeasures are summarized, which are summarized in three aspects: strengthening the ideological construction, It is the ideological premise to perfect the construction of the village party organization; to consolidate the organizational foundation is the key to build and strengthen the village party organization; to innovate the working mechanism is the institutional condition to guarantee the construction of the village party organization.
