断裂、延续与重构:“村改居”后新型农村社区党建模式的适应性转变——一个“双轨制”的分析框架

【摘要】：当前"村改居"后逐渐衍生出大量新型农村社区,其兼具"城社会"和"乡社会"的混合样态,不断触发基层社会在新旧边界融合中的深度调整,同时亦对基层党组织建设提出了深层挑战。正是处于这样特殊的"乡"-"城"转型的"过渡"场域,新型农村社区"双轨制"党建模式应运而生——即为了弥合新建社区党组织在"衔接"伊始的职能断裂,"村改居"后仍需延续原村级党组织在转型期的特定作用。这样所呈现的"双轨"党组织之间的协调补位、共存互动、有序运行,实质上是一个系统性、动态化的逻辑变迁过程,且越来越成为一种常态化的发展态势。伫立在中国城乡二元分割到一元整合持续发展的界点上,如此重构新型农村社区党建运行机制,无疑为破解城镇化进程中所滋生的诸多矛盾问题提供了重要的战略突破口。
[Abstract]:At present, a large number of new rural communities have gradually emerged after the "village change", which has a mixed pattern of "urban society" and "rural society", which continuously triggers the deep adjustment of the grass-roots society in the integration of the new and the old borders.At the same time also put forward the deep challenge to the basic level party organization construction.It is in such a special "township"-"city" transformation of the "transition" field,The "double track system" party construction model of the new rural community emerges as the times require-that is, in order to bridge the break of the function of the party organization in the new community at the beginning of "connecting", it is still necessary to extend the special role of the original village level party organization in the transition period after "changing the residence of the village".In this way, the coordination, interaction and orderly operation of the "double track" party organizations are in fact a systematic and dynamic process of logical change, and have become a kind of regular development trend.Standing at the point where the dual division of urban and rural areas in China is divided into a unified and sustainable development, such a reconstruction of the operation mechanism of the party building in the new rural community undoubtedly provides an important strategic breakthrough for solving the many contradictions that arise in the process of urbanization.
