【摘要】：把党组织建在连队上,是中国共产党在革命战争时期取得一个又一个胜利的重要保障。党的基层组织建设,伴随着党走过了90多年的风雨历程,在取得革命、建设和改革的伟大胜利的进程中作出不可估量贡献。实践证明：加强党的基层组织建设是我们党的一个有效经验,也是一项伟大历史创举。可以说,我们党的发展史就是一部基层组织的建设史。随着时代的变化和社会的发展进步,党的基层组织建设面临着全新的挑战,承担着崭新的使命。2011年胡锦涛总书记在“七一讲话”中首次提出,我们党目前面临着“执政考验、改革开放考验、市场经济考验、外部环境考验”四大考验,面临着“精神懈怠的危险、能力不足的危险、脱离群众的危险、消极腐败的危险”四大危险。。应对考验、化解风险,成为新时期党的建设的时代主题。党的基层组织建设作为党的建设伟大工程的重要基石,使命重大、任务艰巨。党的十八大顺应这一历史要求,明确提出：要以服务群众、做群众工作为主要任务,加强基层服务型党组织建设②。这一部署为新时期加强基层党组织建设明确了任务,指明了方向,找准了定位,开启了加强基层党组织建设的新的历史篇章。本文着眼于全面建成小康社会、全面深化改革、全面推进依法治国、全面从严治党的历史背景,对加强基层服务型党组织建设进行了系统的研究。绪论部分,对基层服务型党组织建设课题研究的背景和意义作了初步交代,就当前加强基层服务型党组织建设的国内外研究现状进行了梳理,对论文的研究重点和创新尝试作了初步介绍。第一章,基层服务型党组织建设相关理论,主要对服务型党组织的基本概念和内涵作了初步定义,论述了基层服务型党组织建设的主要特征,对基层服务型党组织建设的重要意义作了初步探讨,对基层服务型党组织建设的理论必然进行了分析。第二章,基层服务型党组织建设的现状研究,以山西省临汾市加强基层服务型党组织的探索实践为对象进行了分析研究,总结了目前探索实践中取得的成效和基本经验。第三章,当前基层服务型党组织建设面临的挑战和问题,主要从社会组织形式、城乡统筹发展等5个方面分析了基层服务型党组织建设面临的挑战,从理念意识、能力水平等5个方面分析了当前存在的突出问题。第四章,加强基层服务型党组织建设的对策思考,主要从扩大组织覆盖、推进职能转型、加强队伍建设、改进服务方式、创新工作机制5个方面提出加强基层服务型党组织建设的对策思考。力求通过以上探索性、尝试性地探索研究分析,为新形势下加强基层党组织建设提供参考和依据。
[Abstract]:The establishment of the Party organization in the company is an important guarantee for the Communist Party of China to win one victory after another during the revolutionary war.The construction of the Party's grass-roots organizations, with the Party through more than 90 years of wind and rain, has made inestimable contributions in the process of obtaining the great victory of revolution, construction and reform.Practice has proved that strengthening the construction of the Party's grass-roots organizations is an effective experience of our Party and is also a great historical innovation.Can say, our party's history of development is a grass-roots organization construction history.With the changes of the times and the development and progress of the society, the construction of the Party's grass-roots organizations is facing new challenges and undertaking a new mission. In 2011, General Secretary Hu Jintao first proposed in his "1 July speech" that our party is now facing the "ruling test,"The test of reform and opening up, the test of market economy and the test of external environment are faced with four great dangers: the danger of spiritual slack, the danger of lack of ability, the danger of getting away from the masses and the danger of negative corruption.Coping with the test and defusing risks has become the theme of the new era of party building.As an important foundation of the great project of the Party's construction, the Party's basic organization has a great mission and arduous task.The 18th National Congress of the Party conforms to this historical requirement, and clearly puts forward: to serve the masses and do mass work as the main task, and to strengthen the building of grass-roots service-oriented party organizations.This arrangement has made clear the task, pointed out the direction, fixed the position and opened a new historical chapter of strengthening the construction of the grass-roots party organization in the new period.This paper focuses on the historical background of building a well-off society, deepening the reform, comprehensively promoting the rule of law and managing the party strictly, and makes a systematic study on strengthening the construction of the grass-roots service-oriented party organization.In the introduction part, the background and significance of the research on the construction of grass-roots service-oriented party organizations are preliminarily explained, and the current research situation of strengthening the construction of grass-roots service-oriented party organizations at home and abroad is sorted out.The research emphasis and innovation attempt of this paper are introduced.In the first chapter, the basic concept and connotation of service-oriented Party organization are defined, and the main characteristics of service-oriented party organization construction are discussed.This paper makes a preliminary discussion on the important significance of the construction of the grass-roots service-oriented party organizations and analyses the theory of the construction of the grass-roots service-oriented party organizations.The second chapter studies the current situation of the construction of the grass-roots service-oriented party organizations, taking the exploration practice of strengthening the grass-roots service-oriented party organizations in Linfen City of Shanxi Province as the object of analysis and research, and summarizes the achievements and basic experience in the current exploration practice.In the third chapter, the challenges and problems in the construction of service-oriented party organizations at the grass-roots level are analyzed from five aspects, namely, the form of social organization and the overall development of urban and rural areas, and the challenges faced by the construction of service-oriented party organizations at the grass-roots level are analyzed from the perspective of concept consciousness.Ability level and other five aspects of the analysis of the existing outstanding problems.The fourth chapter, to strengthen the grass-roots service-oriented party organization construction countermeasures, mainly from the expansion of organizational coverage, to promote the functional transformation, to strengthen the building of the ranks, improve service,Five aspects of innovative working mechanism are put forward to strengthen the construction of grass-roots service-oriented party organizations.Through the above exploration, try to explore research and analysis, for the new situation to strengthen the construction of grass-roots party organizations to provide a reference and basis.
