韶关市贫困村党员创业现状与对策研究

【摘要】：2016年10月,广东省委、省政府正式推行和实施农业产业精准扶贫精准脱贫三年攻坚行动,到2018年底,实现全省66.5万相对贫困人口脱贫,2277条相对贫困村出列。对于韶关市贫困村党员来说,带头自主创业正当时。部分贫困村党员先带头自主创业,既能解决自身脱贫致富的问题,又可以为更多的贫困村党员、农民群众提供就业机会和岗位,实现共同脱贫致富。本文通过问卷调查和访谈韶关市贫困村创业党员,运用文献研究法、统计分析法,分析了韶关市贫困村党员创业状况,并反映了韶关市贫困党员创业的主要特点及存在的主要问题。运用威克姆创业过程模型和马斯洛需要理论分析了韶关市贫困村党员创业过程和动机,在此基础上,总结归纳了韶关市贫困村党员创业存在问题的主要原因;最后,结合各级政府和社会各界在扶持服务贫困村党员创业方面所做的各项具体工作,提出了解决韶关市贫困村党员创业存在问题的对策建议,即提高韶关市贫困村党员文化素质和技能、营造韶关市贫困村党员创业良好的创业环境、完善韶关市贫困村党员创业金融政策支持体系、健全韶关市贫困村党员创业教育培训体系、健全韶关市贫困村党员创业帮扶服务体系、形成韶关市贫困村党员创业帮扶合力。国内外关于大学生创业、农村青年、农民工创业方面的研究文献较多,而专门针对贫困村党员创业的研究文献则几乎没有,希望本研究可为其他研究者提供参考借鉴、为政府部门有效解决贫困村党员创业中存在的问题提供实践依据。
[Abstract]:In October 2016, the Guangdong Provincial Party Committee and the provincial government officially launched and implemented a three-year campaign to combat poverty with precision and precision in the agricultural industry. By the end of 2018, the province's 665000 relatively poor people had been lifted out of poverty by 2,277 relatively poor villages.To Shaoguan poor village party member, take the lead self-employment at that time.Some poor village party members have taken the lead in starting their own businesses, which can not only solve the problem of getting rid of poverty and becoming rich, but also provide employment opportunities and posts for more poor village party members and farmers, so as to achieve joint efforts to extricate themselves from poverty and become rich.Based on the questionnaire survey and interviews with the Party members of poor villages in Shaoguan City, this paper analyzes the status of the startups of poor village party members in Shaoguan City by using the method of literature research and statistical analysis.It also reflects the main characteristics and problems of the poor party members in Shaoguan.Based on the Wickham model and Maslow's need theory, this paper analyzes the process and motivation of the Party members' entrepreneurship in Shaoguan's poor villages, and then summarizes the main reasons for the problems in the Party members' entrepreneurship in Shaoguan's poor villages.In combination with the concrete work done by governments at all levels and various sectors of society in supporting and serving the entrepreneurship of party members in poor villages, this paper puts forward countermeasures and suggestions to solve the problems existing in the entrepreneurship of party members in poor villages in Shaoguan City.That is, to improve the cultural quality and skills of the Party members in the poor villages of Shaoguan City, to create a good environment for the party members to start their own businesses in Shaoguan City, and to perfect the financial policy support system for the startups of the party members in the poor villages of ShaoguanTo perfect the education and training system for the Party members in Shaoguan impoverished villages, and to improve the service system of helping them to start their own businesses in Shaoguan City, so as to form a joint effort of helping the party members in the poor villages of Shaoguan City to start their own businesses.At home and abroad, there are many researches on the entrepreneurship of college students, rural youth and migrant workers, but there is almost no research on the entrepreneurship of Party members in poor villages. It is hoped that this study can be used for reference by other researchers.To provide practical basis for government departments to effectively solve the problems existing in the establishment of party members in poor villages.
