【摘要】：苏区时期,巡视制度的发韧是党的自身建设的自然要求,也是应对时代困局的产物。苏区时期的党内巡视制度形成了一套较为完整的体系,巡视员的选任与派遣既有原则性也有灵活性,同时对巡视员的权力约束、纪律与教育也进行了有益的探索。苏区党内巡视制度凸显革命年代中国共产党组织的统一与严密,同时也使得党内监督成为一个时代性的课题。一方面,在政令执行与上情下达、决策参考与干部培养方面具有不可或缺的作用,另一方面,苏区党内巡视制度也有其时代性与局限性。这些都为十八大以来巡视制度的升级创新,成为全面从严治党的制度利器和重要抓手提供有力的借鉴
[Abstract]:During the period of Soviet area, the development and toughness of the inspection system was the natural requirement of the Party's own construction, and also the product of coping with the difficulties of the times.The inner-party patrol system in the Soviet area period formed a relatively complete system. The selection and dispatch of the inspectors were both principled and flexible, and the power constraints, discipline and education of the inspectors were also explored.The inner-party inspection system in the Soviet area highlights the unity and rigour of the Communist Party of China in the revolutionary era, and also makes the inner-party supervision a subject of the times.On the one hand, it plays an indispensable role in the execution of government orders and the issuance of the above conditions, the decision-making reference and the training of cadres. On the other hand, the system of inner-party inspection in the Soviet area also has its epoch and limitations.All these have provided a powerful reference for the upgrading and innovation of the inspection system since the 18th National Congress of the Communist Party of China (CPC), which has become a sharp weapon and an important grasp of the Party's comprehensive and strict administration of the Party.
