【摘要】：优良作风是党的性质和宗旨的集中体现,是中国共产党区别于其他政党的显著标志,事关党和国家的生死存亡。作为社会主义中国长期单独执政的马克思主义执政党,中国共产党历来重视作风建设,在90多年的发展历程中,形成并坚持和发扬了理论联系实际、密切联系群众、批评与自我批评等优良作风。改革开放以来,历届党中央领导集体先后提出一系列加强和改进作风建设的重大举措,以“伟大工程”和“伟大事业”的良性互动开创了中国特色社会主义事业新局面。在党面临“四大考验”、“四大危险”的今天,以习近平为核心的党中央把作风建设作为党要管党、从严治党的重要突破口,持之以恒狠抓、严抓作风建设,将党的作风建设提升到治国理政的新高度。但是比照全面从严治党的标准和全面建成小康社会的要求,党的作风建设形势依旧不容乐观,仍然面临诸多问题与不足。十八大以来,以习近平为核心的新一届党中央,针对党的作风的实际现状,着眼于党的自身建设和执政根基的巩固,对党的作风建设的形成一系列新认识并采取一系列新举措。一方面,在认识上,结合十八大前后党的作风存在的新问题,对党的优良作风重要性、党的作风问题的顽固性和反复性、党的作风建设衡量标准等都有了新的认识。另一方面,在举措方面,针对十八大前后党的作风建设的新背景,坚持以“八项规定”抓好领导干部这个“关键少数”,以“两学一做”做到作风建设的全覆盖,开展重点活动和建立健全制度齐头并进等措施,不断扎实推进作风建设,令党风政风为之一新、党心民心为之一振。十八大以来,在以习近平为核心的中央领导集体的带动下,党的作风建设取得初步成效。作风恶化的趋势得到到初步遏制厂党员领导干部作风的明显改善,党员群众的认可度和满意度大幅提升,党内政治生态初步优化。作风建设虽然取得的可喜成效,所取得的成绩尚处于刚性的“治标”阶段,要树立更为坚决的态度,构建更为完善的制度网络,执行更为严格的纪律,创新更具实效的举措继续把作风建设不断向前推进。
[Abstract]:The fine style of work is the concentrated embodiment of the nature and purpose of the Party, and the remarkable symbol of the CPC being different from other political parties, which is related to the life and death of the Party and the country. As the long and independent ruling party of Marxism in socialist China, the Communist Party of China has always attached importance to the construction of work style. In the course of its 90 years of development, it has formed and carried forward its theory and practice, and closely associated with the masses. Since the reform and opening up, successive leading collectives of the CPC Central Committee have successively put forward a series of important measures to strengthen and improve the construction of style of work, and have created a new situation for the cause of socialism with Chinese characteristics by the benign interaction of "great project" and "great cause". At a time when the Party is facing the "four great tests" and "four major dangers", the Party Central Committee, with the Xi Jinping as the core, regards the construction of the style of work as an important breakthrough for the party to manage the party and strictly administer the party, persevere and persevere in the construction of the style of work. However, in accordance with the standards of overall strict administration of the Party and the requirements of building a well-off society in an all-round way, the construction of the Party's style of work is still not optimistic and still faces many problems and deficiencies. On the other hand, with regard to the measures taken, in view of the new background of the work style construction of the party around the 18th National Congress of the CPC, we should persist in grasping the "key minority" of leading cadres with the "eight regulations", and achieve the full coverage of style building by "two schools and one act". Such measures as carrying out key activities and establishing and improving the system, and so on, will continue to push forward the building of the style of work in a down-to-earth manner, so that the party's style of conduct and government work style will be one of the new ones, and the party's heart and the people's hearts will be Since the 18th National Congress, led by the central leadership with Xi Jinping as the core, the Party's style of work has achieved initial results. The trend of work style deterioration has initially contained the obvious improvement of the work style of leading cadres of party members, the acceptance and satisfaction of the party members and the masses have been greatly improved, and the political ecology within the party has been preliminarily optimized. Despite the gratifying results achieved in the construction of the work style, the achievements achieved are still in the rigid "palliative" stage.
